The Austrian Development Agency (ADA) is the operational unit of the Austrian Development Cooperation (ADC). Under the ‘European Union Emergency Trust Fund (EUTF) for Stability and addressing roots causes of irregular migration and displaced persons in Africa’ ADA has been delegated by the European Commission to manage the funding for the implementation of the regional programme entitled “IGAD Promoting Peace and Stability in the Horn of Africa Region” (IPPSHAR).

ADA Job Vacancy 2021

Job Purpose: The Team Leader is responsible for the overall management of the program. He/She manages the ADA IPPSHAR Project Team and works in close collaboration with the Director of the IGAD Peace and Security Division, the Senior Programme Coordinator and the units and special institutions of IGAD involved in the implementation of IPPSHAR. He/She will in particular:

  • Facilitate timely implementation of the approved work plan of all program components
  • Facilitate reflection workshops based on robust M&E reports from ADA M&E Advisor and EUTF M&E Advisors for inputs to planning and budgeting;
  • Ensure collaboration and information exchange with all project partners (EU, Sweden, the Netherlands and Austria) and in particular with the EU (as the main donor), including:
  • Preparation of the Project Steering Committee (PSC) meetings,
  • Regular and ad hoc reporting internally (to the ADC Head of Office) and externally (to the EU Delegation to the African Union in Addis Ababa),
  • Organisation of regular meetings with the project partners and IGAD (Senior Management Meetings, etc.) and technical consultations (also ad hoc);
  • Representat of the programme in the IGAD-Member States;
  • Ensure timely preparation of interim and formal annual progress reports to the EU, including audits
  • Supervise and coordinate the implementation of the programme’s Communication and Visibility Plan, ensuring appropriate communication about the EU, Sida, Netherlands and ADA funded activities.

  • Position: International Team Leader (full time m/f/x)
  • Starting date: As soon as possible
  • Project duration: September 2023[2] plus 3 months project closure
  • Location: Addis Ababa, Ethiopia, with travels within the IGAD region

Qualification:

  • Postgraduate degree in a relevant field (e.g. Development Studies, Political Science, International Relations, Business Administration, Peace and Security Studies);

Experience:

  • At least 8 years proven experience in managing international development cooperation projects, including financial responsibility. Experience in managing large EU funded projects is an asset.
  • At least 4 years of experience in providing support to government stakeholders, intergovernmental
  • organizations and/or international organizations on institutional strengthening;
  • Excellent communication and reporting skills;
  • Experience in organisational development and/or capacity building is a strong asset;
  • Experience in the Peace & Security sector is an asset;
  • Work experience in managing satellite offices is an asset;
  • Knowledge on how to manage grant schemes, service and works contracts is desirable;
  • Understanding of international development cooperation principles and quality standards;
  • Flexibility to adjust working hours to actual workload and capacity to work under pressure;
  • Excellent written and oral English is required, fluency in other relevant languages (like French or German) is an asset;
  • Excellent computer skills with practical experience in Microsoft applications;
  • Previous experience in the Horn of Africa Region is an advantage.
