Chemonics Job Vacancy 2022

Job Responsibilities:

  • Support the achievement of the overall project goals through facilitating effective and efficient program operations ranging from HR, finance, procurement, subcontracts, office space, and other resources
  • Ensure compliance with organizational policies and client regulations, (e.g., Field Office Guide to Field Accounting and Compliance, Field Office Procurement Handbook, Personnel Policy Manual, FAR, AIDAR, etc.), and make recommendations on strengthening procedures
  • Promote staff awareness of USAID regulations relevant to the project.
  • Establish standards and procedures to ensure that the compliance programs throughout the project are effective and efficient.
  • Initiate project procedure and policy manuals as necessary and make recommendations on strengthening procedures.
  • Ensure proper filing of administrative and technical documentation.
  • Liaise with the Home Office FCR team to ensure timely resolution of FCR recommendations as necessary.
  • Maintain the budgeted components of the annual work plan and provide monthly financial reporting
  • Manage bank accounts including bank reconciliations. Provide financial analysis for project leadership and USAID. Prepare and submit monthly accounting reports to headquarters and respond to questions from the headquarters accounting unit and project management unit
  • Manage operations, grants, and finance personnel and ensure all processes facilitate smooth implementation of the technical activities in the approved work plan
  • Support the office manager as needed with recruiting, hiring, developing project policies and benefits, as well as managing leave, performance assessments, and separations
  • Facilitate Chemonics headquarters teams with data requests and new requirements. Identify operational weaknesses on the project and request assistance when necessary
  • Manage project office procurements and ensure compliance with segregation of duties and USAID rules and regulations
  • Supervise the issuing of checks of payment for processed transactions, the logging of payments, and the distribution and/or mailing of checks to the appropriate vendor
  • Supervise the accountant’s entry of expenses into Chemonics accounting system and review supporting documentation for expenses entered
  • Collect and review all invoices including employee expense reports for accuracy
  • Administer the pre-award survey and conduct the responsibility determination for potential grantees
  • Ensure the establishment and maintenance of transparent and audit-proof record keeping systems per Chemonics’ policies
  • Analyze and streamline processes in the project office, provide training and capacity-building to project staff on an ongoing basis on project administration and implementation
  • Serve as the project office focal point for all security matters, including ownership of and updates to the field security manual, liaising with the security management unit, ensuring security protocols are followed, reviewed, and implemented in the project office, and practice drills to ensure staff are familiar with evacuation and other procedures in the event of an emergency
  • Other duties as assigned by the chief of party or his/her designee.

Qualification:

  • Bachelor’s degree or equivalent required in relevant filed e.g., business administration, public health, finance; Advanced degree preferred.

Experience:

  • Over eight years of experience managing finance, operations, administration, logistics, and/or HR of complex international development projects ($40- $50 million) of similar scope.
  • Experience managing USAID contracts, including skills in compliance, financial management, and procurement
  • Substantive experience managing large programs with local organizations from inception to close out, including experience in reviewing and negotiating budgets, reviewing financial reports, preparing for and monitoring audits of sub-contractors or grantees, and file management.
