GGGI Job Vacancy 2022
Job Deliverables: The Consultant will support GGGI and analyze different policy scenarios to inform the development of the National Green Resilient Recovery Strategy by undertaking the following activities in collaboration with the Government of Ethiopia, GGGI, national experts, and stakeholders:
- Developing policy scenarios for Ethiopia in consultation with GGGI staff, government officials, national experts, and stakeholders,
- Specifying the necessary assumptions for the policy scenarios such as starting year, end year and (as an example) trajectory of fossil fuel subsidy removal, percentage of the energy tax and the subsidy saving that is allocated to green investment,
- Perform modelling of different policy scenarios by using the GEM for assessing their impacts on carbon emissions and implications on the revenues stream,
- Provide data requirements for performing the modelling of the policy scenarios, and provide potential data collection methods and sources (including government, regional or international sources),
- Be part of the consultation process with representatives from the Ethiopian government and national experts, GGGI staff and partner organizations that are directly or indirectly part of this activity,
- Participate and present at three online stakeholders’ consultation workshops, including a final workshop for presenting the modelling results of the work,
- Contribute to results interpretation for green recovery policy design in Ethiopia,
- Provide guidance to GGGI staff for the development of training material on how to use GEM to model fiscal policies,
- Deliver one-day online webinar/training on the use of GEM, with focus on the fiscal policy modelling,
- Report results of the scenario analysis and modeling as inputs to the National Green Resilient Recovery Strategy.

Qualification:
- PhD in Economics or other fields such as economic modelling, integrated modelling, etc.
Experience:
- Extensive knowledge and over 10 years of experience using System Dynamics Modelling to support policy planning at the national level in the context of low-carbon development,
- Previous experience in integrating GEM to macroeconomic other modelling approaches,
- Extensive experience in formulating policy in consultative processes, working with government officials, sectoral and policy experts and key other stakeholders,
