Description of Duties: Guided by the Strategic Framework 2020 – 2030 of the JLMP and the PRODOC, results matrix and budget of JLMP LEAD, the main duties and responsibilities are:

  • Support the Project Manager in carrying out agreed activities and tasks and to achieve related results for the effective implementation of the JLMP-LEAD project at inter-regional, sub-regional and national level through timely provision of inputs and outputs in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines (Programme and Budget, output 7.5) and country/action programs.
  • Provide technical advice on labour migration during planning, implementation, reporting, monitoring, and evaluation of ILO-led project activities in close collaboration with ILO tripartite constituents at national level, RO-Africa, the responsible Country Offices, and ILO DWT, ILO specialists in Headquarters, in conformity with ILO policies and project strategies, and in accordance with ILO country/action programmes; including ensuring that gender issues are explicitly addressed and mainstreamed throughout the project activities and any outputs including final reports or events.
  • Plan, organize, facilitate and participate in training seminars and workshops; consultative processes, and technical coordination meetings at national, sub-regional and inter-regional level as a resource person under the guidance of the Project Manager and contribute to the development of training materials that will support the African Union Commission (AUC), the RECs targeted in strengthening their capacities on the governance of labour migration, in particular in areas such as labour migration policy development, labour migration statistics, social protection and/or skills recognition.
  • Regularly liaise and provide technical advice on operational matters related to the project with the African Union Commission, the IOM, targeted RECs and the relevant ILO Country Offices and ILO technical specialists in the region and at Headquarters, in conformity with ILO policies and project strategies, and in accordance with ILO country/action programmes, including supporting the coordination and provision of inputs for joint reporting with partners IOM and AUC.
  • Under the guidance of the Project Manager, undertake technical missions relating to project implementation.
    Support the Project Manager in providing inputs for budget preparation, including preparing relevant documentation for responsible ILO entities in accordance with ILO administrative and financial procedures and in consultation with the responsible field offices and with the project Finance and Administrative Assistant.
  • Under the supervision of the Project Manager, coordinate the selection, recruitment, and work of consultants, provide high quality technical inputs to the work of the consultants and to all studies and training materials produced by partners (IOM and AUC) under the project.
  • Support coordination of work plan (including joint work plans) and activities with other relevant ILO labour migration projects in Africa, in particular the JLMP Action Project funded by SDC, contributing to the implementation – as ONE ILO – of deliverables towards the achievement of related country and subregional outcomes.
  • Ensure the project’s results are regularly documented, monitored, evaluated, reported, communicated, and used for learning and adjustment of the project in coordination with project team, project partners, ILO field offices and HQ.
  • Co-ordinate and communicate regularly with the implementing partners (AUC and IOM) and contribute to the project’s Steering Committee and Technical Committee, as agreed with the implementing partners and the donor.

Qualification:

  • Advanced university degree in economics, management, law, political and social science or a related field.

Experience:

  • At least five years of relevant professional experience, including three years at the international level. This includes field experience in contributing to the implementation and monitoring of development cooperation projects, preferably in the fields of labour migration and gender. Field experience in contributing to the promotion of effective labour migration governance and regulations (particularly on labour migration policy development and/or labour migration statistics; and/or access to social protection for migrant workers, and/or skills recognition; protection of migrant workers) would be an advantage. Experience in the African region would be an asset. Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or workers and employers’ organization would be an advantage. Expertise on gender mainstreaming and in particular the situation on women migrant workers would be an advantage, while a minimum understanding of gender mainstreaming concepts and strategy is necessary for this position.

Languages:

  • Excellent spoken and written knowledge of English. Working level of French is an asset.
