Responsibilities:

  • As a financial management support officer, your main responsibility is to assist the head of resource management and the head of finance in monitoring and overseeing the financial management for all activities in the CO. This includes ensuring financial expenditure and accountability are properly managed and overseeing the financial resources management system. You will need to analyze programs and projects implemented in the CO, monitor budget control processes, and follow up on the implementation of effective internal controls.
  • You will also need to provide technical support to program/project managers throughout the program/project cycle to ensure compliance with IOM’s policies and procedures and any donor-specific requirements. This includes ensuring that accounting data is properly entered into the ERP system and that accurate financial records are maintained. You will also assist in reviewing monthly accounting closure records and returns for accuracy and ensure that these are submitted in a timely manner.
  • As part of your role, you will also assist in the preparation of the annual budget for the CO and the budgets for all new programs/projects. You will inspect the payroll versus program/project budgets by ensuring that salaries are correctly allocated to the respective programs/projects consistently with IOM’s projectization criteria.
  • You will need to coordinate and prepare the program/project financial reports in accordance with IOM and donor regulations, requirements, and established procedures. This may involve liaising with relevant units at HQ, administrative centers, and the regional office regarding accounting, financial, and administrative activities of the CO. You will also supervise and manage the Finance Unit’s staff, support the FO/HoF in the supervision of the CO’s administrative management functions, and assist in forecasting cash flows according to the activities in the CO.
  • Other responsibilities include making recommendations on procedural improvements and contributing to the training of staff in the areas of accounting, finance, and compliance to financial procedures. You will also provide support to the HoRM and FO/HoF in facilitating the financial audit of the programs/projects in accordance with the donor agreements as well as in providing guidance and advice to project staff on matters pertaining to risk management.
