Responsibilities:

  • Keep abreast, analyze and provide advice on migration related developments and provide technical support in the development of joint continental programmes on Migration and across the Humanitarian, Development Peace spectrum.
  • Provide analysis of and advise on the implications of key AU documents, decisions and prepare briefs for participation in key meetings at the AU and at international levels.
  • Support ongoing efforts in operationalizing the HDPN at SLO, the AU and with engagements with other partners and strengthening the coherence across humanitarian, development and peace efforts.
  • Provide technical expertise as needed to the AU in addressing HDPN (including in the development of HDPN frameworks) in its humanitarian, peace and development initiatives, programmes, as well as the creation of linkages in HDPN across key frameworks including the AU Humanitarian Architecture, the APSA-AGA, among others.
  • Ensure linkages to the IOM migration and sustainable development framework should be highlighted because of our focus on the humanitarian and development agenda. Lack of implementation of the SDG is the main driver of instability in the continent. We should have this aspect underlines more clearly in the PD.
  • Advocate for the alignment of the AUC, RECs and UN system agendas across the HDP nexus, in close collaboration with the IOM Regional Offices.
  • Provide technical expertise to the AU Humanitarian Architecture and its efforts in addressing the root causes of humanitarian crises and developing durable solutions for displacements; and the review and reform of the humanitarian financing architecture in view of efforts to review financing in the context of HDPN in the continent
  • Lead IOM’s engagement as related to the support in the operationalization of the AU
  • Humanitarian Agency, as well as and its linkages with relevant AU agencies/organs. Support and monitor the implementation of international and continental frameworks on humanitarian, peace and development and their nexus at the AU and in the work undertaken by SLO.
  • Support SLO programming in line with the Migration Crisis Operational Framework (MCOF) and programming geared towards laying the foundation for durable solutions, lasting peace and sustainable development including through transition and recovery programming.

Qualification & Experience:

  • Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies.
  • Minimum Five Years Experience.
  • Experience in programme conceptualisation, development, monitoring, reporting and evaluation;
  • Experience in programme development and capacity-building activities;
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
  • Familiarity with financial and business administration;
  • Sound and proven understanding of internal and international migration issues in the region and continental;
  • Experience in organizing consultations, workshops and seminars with high level stakeholders;
