Duties and Responsibilities: Under the direct supervision of the Gender in Humanitarian Action Programme Specialist, the Project Specialist will undertake the following tasks:

  • Conduct a capacity needs assessment for mapped WLOs/WROs to inform a capacity building strategy for local WLOs/WROs to ensure a holistic approach to capacity building for targeted organisations, their staff and partners.
  • In coordination with implementing partners, develop a capacity building toolkit including training manuals, training modules, powerpoint presentations, pre-and post training surveys, organizational capacity assessment tool and action plan
  • Contextualise guidelines and tools for local WLOs/WROs to a humanitarian emergency context.
  • In coordination with local WLOs/WROs oversee the development of a Charter of Demands
  • Develop, implement and oversee a mentoring programme for local WLOs/WROs to increase their meaningful engagement in humanitarian leadership, decision-making and response.
  • Support the development of a localised accountability framework based on the commitments and designated field level roles and responsibilities of the IASC Gender Policy.
  • Support the development of a humanitarian gender analysis report to inform system wide humanitarian coordination and planning processes.
  • Support the production of context specific resources and guidance tools to inform humanitarian planning, prioritization, decision-making and programme design – including gender alerts, studies, and gender accountability reports.
  • Organise virtual and in-person launch events, briefing sessions, feedback groups and other events in relation to developed knowledge products.
  • Organise project review meetings with implementing partners and other stakeholders at end of projects.
  • Provide ongoing support to implementing partners on developing accelerated work plans, narrative and financial reporting, and updating the results framework against selected indicators and targets
  • Provide administrative support to implementing partners to ensure timely project implementation.
  • Conduct impact assessments in coordination with partners to capture project results.
  • Participate in field visits to support project implementation and monitor progress against project work plans.
  • Provide substantive inputs into UN Women and donor reports.
  • Provide support to implementing partners on project implementation, in particular regarding training and capacity building activities, including on proposal writing, reporting, monitoring and evaluation, and financial management.
  • Support local WLOs/WROs to increase their representation in humanitarian coordination platforms.

Qualification:

  • Master’s degree (or equivalent) in Gender Studies, Development Studies, Law, International Development, Human Rights, or other related fields.

Experience:

  • At least 5-7 years of relevant experience in gender in humanitarian action, humanitarian programming, project management, coordination, monitoring and evaluation, partner capacity building, and donor reporting.
  • Proven experience of working on women’s empowerment and gender programming in emergency contexts; international experience is an advantage.
  • Proven experience working on cross-cutting issues in humanitarian settings, including gender, PSEA, AAP, GBV, and protection.
  • Good understanding of the humanitarian situation in Ethiopia as well as UN and IASC policies and guidelines related to GBV, GiHA, localisation, PSEA, AAP, and Centrality of Protection.
  • Experience in coordinating and working with local organisations, including WLOs/WROs in Ethiopia.
  • Proven experience in developing and contextualizing guidelines, manuals, and training tools on GiHA, GBV, localisation, PSEA, protection, the humanitarian architecture, and other relevant humanitarian topics.
  • Proven experience in grant management, project monitoring and evaluation.
  • Proven ability to collect and analyse data and concisely present findings and recommendations.
  • Excellent computer skills including MS Office, Excel, Powerpoint, Word, and other online platforms.
  • Ability and willingness to travel to rural areas to support project implementation and monitoring of activities.
  • Experience of working in the UN system is an asset.
