UNECA Job Vacancy 2022
Duties and Responsibilities: Responsibilities Within delegated authority, the Procurement Consultant serve as a contracting expert, will assist the CPO and act as the procurement and contracting expert for the Facilities Management Section (FMS) related procurements. The Procurement Consultant will be responsible for the following duties:
- Procure internationally through various procurement methods a wide variety of highly complex (technically and legally) civil, architectural, and electromechanical works for ECA and in particular (FMS). Some of these complex procurements extend to the Sub Regional Offices (SROs) of ECA.
- Provides technical advice on procurement activities to officials in FMS including those related to SROs and CPO during all phases of the procurement cycle.
- Analyze and evaluate procurement requests and ensures appropriateness of technical specifications.
- Develop and prepare complex contracts for acquisition of non-routine and technologically advanced commodities. Issue international tender invitations; evaluate responses to tender, and make recommendations for finalization of purchases and award of contracts; sign procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized signature authority, prepare submissions to the Contracts Committee for review and subsequent approval by the authorized official.
- Establish approaches for negotiations and conducts or coordinates all phases of negotiations with all concerned parties, including the negotiation of disputes arising from contracts.
- Develop new tactical approaches to contracts, as well as new methods for their application, based on market research.
- Works proactively with FMS and CPO, and other budget holders to maintain zero backlog of procurement cases in the Facilities Management Section.
- Develop detailed FMS acquisition plans.
- Carry out regular meetings with FMS and/or CPO in updating progress made on cases under acquisition process.
- Prepare weekly and monthly reports indicating progress and status made on each case under acquisition process. The reports shall include risks and risk mitigation strategies aiming to address any slacks on set deadlines.
- Perform any other duties as required by the supervisor CPO or the Director of the Division of Administration.

Qualification:

- Ten years of experience in procurement is required, Experience in capital construction and renovation projects, contract management and administration through UN Procurement are highly desirable.
