Job Responsibilities:

  • Coordinates and provides advice and expertise to the RC on strategic and crisis communications as needed.
  • Anticipates and resolves communications/strategic public engagement issues/problems, to include the provision of an effective crisis communications support and/or surge capacity mechanism in the country.
  • Facilitates substantive support for digital communications strategies, coordinating efforts, monitoring and reporting progress, taking appropriate follow-up action and analyzing the outcome.
  • In coordination with the UN Communications Group, provides the RC and UNCT with needed substantive support in both internal and external communications, including to position the work of the UN team on the ground.
  • Undertakes activities to promote media coverage (e.g. press conferences, interviews, press conference and other special activities) of priority issues and/or major events, to include development of a media strategy and action plan.
  • Strategic planning and coordination of UNCT partnerships for communication and advocacy.
  • In close coordination with the Resident Coordinator, may act as spokesperson.
  • Liaises with UN communications colleagues at national, regional and international levels, sharing information as needed.
  • Prepares briefing papers and discussion points, speeches, statements, articles, op-eds, human interest stories and presentations as necessary on issues related to advocacy on the recovery/reconstruction and development policies for consideration by RC/UNCT.
  • Develops and maintains close working relationships with the media, including editors and journalists in key national and international news outlets; develops, maintains and updates media relations contact list/database.
  • Coordinate the monitoring and assessment of the strategy at regular intervals to harness new emerging opportunities, to anticipate changes to the internal direction and external environment, and to make mid-term adjustments.
  • Advise the Resident Coordinator (RC) and the UNCT in identifying risks and opportunities related to specific partnerships, reputational risks or crises around sensitive issues, and suggests corrective measures as relevant.
  • Provide analysis of the media and recommendations on potential outreach and partnership opportunities, public messaging and UN brand positioning, projecting the UN’s image effectively and accurately as well as promoting transparency and accountability, in accordance with UN regulations and procedures.
  • In collaboration with the UN Partnerships and Communications Group (PCG) and the UN Programme, Planning and Performance Group (PPPG) and in coordination with the RCO colleagues responsible for data management and results reporting, prepare the annual communication plan to publicize and communicate results with a focus on the UN’s
  • development impact.
  • Plan and facilitate dialogues with partners to improve public engagement and participatory approach to UNSDCF implementation and monitoring, reflecting the views and priorities of people, including those left farthest behind.
  • Develop and maintain close working relationships with the media, including editors and journalists in key national and international news outlets; develops, maintains and updates media relations contact list/database.

Qualification:

  • Advanced university degree (Master’s degree or equivalent degree) in communication, journalism, international relations or related area. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of seven (7) years of progressively responsible experience in strategic and crisis communications and advocacy in the context of international development is required.
  • A minimum of two-years of experience working in the political, social and economic context in Africa is desirable
  • A minimum of two years of experience managing resources, including personnel and/or budget, to support communications and advocacy activities in a local context, is required.
  • Experience as spokesperson in an international organization is desirable.
  • Experience gained in an international environment is desirable.
