The Office integrated three existing offices: Department of Political Affairs (DPA) Liaison Office, the Department of Peacekeeping Operations (DPKO) AU Peace Support Team and the Department of Field Support (DFS) Planning Team for Somalia to support the African Union Mission in Somalia (AMISOM), as well as the support component of the United Nations and African Union Mission in Darfur (UNAMID) Joint Support Coordination Mechanism (JCM) office in Addis Ababa.

UNOAU Job Vacancy 2023

Responsibilities: Within delegated authority, the Finance & Budget Assistant will be responsible for the following duties:

  • Analyze complex/unusual accounting transactions and difficult claims for travel, invoices and entitlement matters, etc. and make recommendations to the Chief of Unit/Section on appropriate follow-up procedures.
  • Review and reconcile various clearing accounts and investigate erroneous/invalid entries to take appropriate corrective accounting action.
  • Review/reconcile suspense account and ensure proper clearance procedures have been followed.
  • Check all relevant banking details for wire transfer payments, thereby ensuring that payments are made only to those to whom the organization legitimately owes funds for goods and services actually received.
  • Review payments to staff and vendors for goods and services, including checking payments for accuracy and correcting any discrepancies.
  • Acts as an Approving Officer under Financial Rule 105.4, in adherence with the UN Regulations and Rules.
  • Review various vouchers and accounting transactions, e.g., payroll, payment of staff entitlements, final payments, travel claims, vendor invoices, agencies, field missions, etc., to ensure conformity adherence to relevant staff rules, financial regulations and rules, ST/AI issuances or practices.
  • Respond to queries from staff members and third parties.
  • Supervise General Service or National Staff as required.
  • Review, analyse and prepare cost estimates and budget proposals, in terms of staff and non- staff requirements, including programmatic aspects.
  • Assist managers in the justification of resource requirements for budget submissions; coordinate with other finance and budget staff on related issues during preparation of the budget reports.
  • Monitor budget implementation/expenditures and assist with the reallocation of funds as necessary.
  • Review requisitions for goods and services to ensure (a) correct object codes of expenditure have been charged, and (b) availability of funds.
  • Monitor extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
  • Assist in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
  • Verify accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.

Qualification & Experience:

  • High school diploma or equivalent is a requirement.

  • Experience in cost management, budget formulation, financial monitoring, financial reporting or other related areas is required.
  • Experience in working with Excel or similar programme involving large data sets (using pivot tables and arrays) and calculations is desirable.
