Job Responsibilities:

  • Provide technical inputs for the development of an IOM camp management strategy for Sites, Host Communities and Returnee areas.
  • Oversee IOM Site Management Field Teams daily and ensure close follow up on implementation of activities at Site/camp level.
  • Establish/Strengthen site governance and community participation/mobilization mechanisms within the sites, with particular emphasis on women’s decision-making role, persons with specific needs (such as the elderly and the persons with disability), youth and minority groups.
  • Promote accountability of humanitarian actors towards site population through improvement of complaints and feedback mechanisms, aiming at providing timely and useful feedbacks to the beneficiaries, and improving overall response.
  • Promote Communication with Communities through the utilization of multiple communication channels and methods (Site Committees, Banners, Broadcasts, complaint desks, posters, PA system etc.), and coordination with the relevant partners; ensure that the beneficiary population is aware of what services are available and how to access them Ensure that the site population and where relevant the host communities are regularly informed of relevant information and that they are involved in needs assessments, response planning and prioritization, delivery of protection/assistance and development/implementation of durable solutions.
  • Assist in the development of a site closure and phase-out strategy, in coordination with the CCCM Cluster and the relevant partners and ensure it is adapted to the specific context of the targeted site(s).
  • Participate in meetings of the Inter Cluster Coordination Group (ICCG), Protection cluster, CCCM cluster, Shelter cluster, for advocacy, and technical working groups for coordinated responses, the harmonization of tools as well as other coordination mechanisms as required.
  • Support IOM field staff in facilitating and coordinating Woreda and Site Level meetings and dialogue sessions with both community representatives, local authorities, and other humanitarian actors.
  • Support the development and plan for the capacity building of CCCM site leaders, community committee members and Zonal/Woreda/Kebele officials through the basic CCCM training, focus group discussions and assistance in regard to humanitarian services.

Qualification:

  • Master’s degree in International Affairs, Development Studies, Sociology or a related field from an accredited academic institution.

Experience:

  • Minimum two years and maximum four years of relevant professional experience.
  • Experience in Camp Coordination and Camp Management related field, particularly
  • Emergency Response and Disaster Management;
  • Experience in Operations, programme development, implementation, program oversight /
  • evaluation and staff management, preferably in natural disaster or post conflict situations;
  • Experience in liaising with governmental authorities and local communities, as well as national
  • and international institutions, preferably within the United Nationals Common System and the
  • international humanitarian field;
  • Possession of Camp Coordination and Camp Management Training of Trainers (ToT)
  • certification will be highly advantageous as well as Camp Management capacity building
  • experience;
  • Practical experience of how-to multi-task prioritize and work independently.
