Accountabilities: Under the overall guidance of the Head of Gode Sub-office as well as Climate Change Adaptation and Resilience Building (CCARB) technical focal points and project managers in the Somali Area Office and Country Office (CO), and under the direct supervision of the Programme Policy Officer (CCARB lead) in Gode office, the job holder will be responsible for the following:

  • Contribute towards the implementation of a variety of projects, plans, and processes, related to climate change adaptation and resilience building, ensuring alignment with wider programme policies and guidance.
  • The candidate will specifically focus on activities related to asset creation, water and irrigation infrastructure, public works, agriculture, and livestock.
  • Oversee the implementation of asset creation and infrastructure activities, related to water and irrigation, such as canals, (haffir) dams, Harro water ponds, water birkas, among others, ensuring that technical and quality standards are met, as well as proper management structures are in place.
  • Organize practice-oriented technical trainings, workshops, and planning sessions on the above subjects to enhance the capacity of WFP staff, the government, and cooperating partners (CPs), to design and deliver effective livelihood and resilience programmes.
  • Provide technical advice and support on implementation of various household or community infrastructure/assets, ensuring that outputs meet the established quality standards and are compliant with wider WFP policies.
  • Coordinate with technical focal points and project coordinators in WFP’s Somali Region Area Office and Country Office (CO) on implementation of projects under the CCARB Activity.
  • Participate and support training on 3-pronged approach related tools, particularly Community-based participatory planning, and seasonal livelihood programming.
  • Contribute to the Sub- office’s efforts in building up WFP’s capacity to delivery against the development plan. Particular attention will be given to the setup of the technical expertise required for participatory planning, market strengthening and livelihoods building.
  • In close liaison with M&E focal persons for the CPs and CO, support the generation of progress monitoring reports, impact stories, photo images and video clips for social media and participate in project evaluation and documentation of the lessons learned and best practices.
  • Delivery weekly and monthly updates to various offices on implementation of CCARB activities.
  • Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained, including providing support to CPs on data collection.
  • Ensure that gender, protection, environmental sustainability, and climate adaption best practices are implemented throughout all activities, in line with national, regional, and WFP’s guidelines and policies.
  • Ensure proper documentation and compliance to WFP standards.
  • Perform any other duties as required.

Qualification & Experience:

  • University degree in Environmental sciences, Agriculture, Engineering, Climate Change Adaptation, or other related subjects.
  • At least one year of relevant postgraduate professional experience in agriculture and engineering. Additional years of years working experience and demonstrated technical expertise in the areas of climate change and capacity building, (community) asset creation such as water harvesting infrastructure (ponds, dams, birkas, etc.), irrigation, resilience strengthening, natural resource management, and public works would be ideal.
