Duties and Responsibilities: Provides advisory support to the RR on issues related to conflict to post-conflict emergency recovery programming, support structures and actors, including the design of assessments, plan and programmes, as appropriate. Maintains close working relationship with the leadership and staff of the Provisional Regional Administration (PRA), UN sub-offices in Tigray and CSOs/NGOs active in the region. Offers policy and technical advisory services as well as training, as appropriate, to the leadership and staff of the PRA. Analyses the socio-economic and political situation and trends in the area and identifies opportunities and entry points for UNDP as well as approaches and modalities to achieve development targets and effectively respond to UNDP/UN/Government recovery objectives.

Qualification:
- Advanced university degree (Master’s Degree or equivalent) in one of the social sciences, especially in areas most closely related to socio-economic development and crisis management (international development, economics, political science, conflict management, post-conflict recovery).
Experience
- Minimum of ten years of progressively responsible experience in planning and management of emergency (sometimes also called early) recovery programmes and projects in crisis and post-crisis contexts in Sub-Saharan Africa. Similar experience from other parts of the world will be an asset;
- Experience in the humanitarian system and with humanitarian response would be highly desirable;
- Field experience serving in conflict and post-conflict settings with a UN agency/entity and/or CSOs/NGOs or bilateral agencies;
- Proven policy advisory and advocacy experience and track record of effective engagement with senior levels of government, UN and donors;
- Programme development and management experience with sound knowledge of all aspects of the project cycle (design, implementation, monitoring and evaluation);
- Proven ability to work effectively in multi-disciplinary and multi-cultural teams;
- Sound understanding and capability to empower and develop the capacity of national and regional stakeholders and office staff;.
- Experience in fundraising, resources mobilization and donor relations would be an asset.
