PATH Job Vacancy 2022

Job Purpose: PATH Kenya seeks to recruit a Monitoring and Evaluation Officer. The M&E Officer will assist in the implementation of DREAMS and OVC monitoring and evaluation activities, particularly ensuring that the project achievements against targets are collected and reported in line with the DREAMS and OVC M&E reporting databases and DATIM.

The incumbent will support the entry of quality achievements data in all the DREAMS data systems, and guide implementing partners on their day-to-day data collection, storage and retrieval activities, conduct quarterly tools’ gap analysis and liaise with the project leadership to ensure remedial action. The incumbent will assist in the development of layering tables for each of the DREAMS sub-populations and participate in the data population of the Quarterly, SAPR and APR reports.

Key Responsibilities:

  • Assist in the implementation of DREAMS and OVC monitoring, reporting and evaluation activities, particularly ensuring that the project achievements against targets are collected and reported in line with the DREAMS, the CPIMS and DATIM databases.
  • Assist in data management at all levels (Ward, CBO, county, and project level) of the interventions
  • With guidance from the M&E Advisor, fill and submit monthly DREAMS Dashboard and the CPIMS.
  • Assist implementing partners M&E officers in populating the DREAMS Database.
  • Enter the DREAMS & OVC quarterly achievements in DATIM.
  • Ensure data quality at site levels (Ward, LIP, and health facility) by carrying out monthly routine data audit assessments and reviews in the DREAMS/OVC Counties.
  • Support in the training of CBOs’ M&E teams, MOH and County stakeholders on data management, reporting tools and indicator definitions.
  • Provide weekly support supervision to implementing partners to ensure correct and timely entry of project achievements data.
  • Be the custodian of the DREAMS & OVC interventions’ data collection tools and ensure availability of the same at all levels (Ward, health facility and CBOs) by conducting quarterly tool gap analysis and distributing tools.
  • Prepare, monthly achievements data for sharing with the Migori SCHMTs and CHMTS and regional NACC/NASCOP officers.
  • Mentor CBO staff and DREAMS/OVC Mentors on DREAMS/OVC reporting requirements.
  • Participate in the implementing partners’ monthly review meetings.
  • Consult as appropriate with other Nuru Ya Mtoto officers to ensure quality execution of M&E duties.

Qualification & Experience:

  • Bachelor’s degree in relevant discipline, such as monitoring and evaluation, health records and information or public health and 3 years’ experience providing direct monitoring and evaluation support in implementation of health service delivery projects with specific experience in DREAMS/OVC projects, OR,
  • Advanced diploma in health records and information, monitoring and evaluation with a minimum of 5 years’ experience providing direct monitoring and evaluation support in implementation of health service delivery projects with specific experience in DREAMS/OVC projects.
  • Familiarity and experience with the PEPFAR’s DATIM schedules and requirements, DREAMS/OVC Databases and tools.
  • Abreast and updated on the trends and developments in OVC and adolescents & young women M&E, programming, thinking and directions in Kenya.
  • Understanding of the Kenya DREAMS Layering Table and the Meaning of Layering as contained in the PEPFAR technical guidance documents.
  • Demonstrated skill in quality data collation, packaging, storage and retrieval.
  • Ability to guide, build capacity of, and mentor others for total quality improvement.
  • Experienced and proficient in writing and presenting timely and complete periodic data reports.
  • Ability to work in a complex project implementation environment with multiple tasks, short deadlines, and intense pressure to perform.
  • Computer skills demonstrating competency in MS Office Suite. Demonstrated attention to detail and good oral and written fluency in English required.
  • Ability to interact skillfully and diplomatically with numerous counterparts, including implementing partners staff and community volunteers.
