Job Role: The incumbent reviews, corrects or adapts the analytical work of support staff in a homogeneous operation or unit composed of Country Finance Analysts, Associates and Assistants in a range of programme support functions pertaining to coordination and execution of project finance operations. This means responsibility for the global services team performing FM operational transactions of all investment and grant portfolios, in terms of both compliance and contributing to implementation support, throughout the project cycle from design to completion, ensuring improved results of the financial management of IFAD’s projects and programmes. S/he is embedded in the regional financial management team, and works in close collaboration with finance officers, as well as other programme management and technical staff to ensure consistency, cohesion, and synergy in the application of technical support and provision of programme development support. Specialized activities pertain to the application of finance regulations, rules and procedures to different and unrelated processes and methods of a broad area of the financial operation. This is skilled, professional work, which may include the provision of procedural leadership to more junior staff or serve in a lead capacity over an end product. The incumbent organises financial data, monitors performance of functions across portfolios and oversees the delivery of related services, assessing issues and building coordination and common understanding of activities. All finance staff support the Fund’s finance strategy as well as commitment to financial integrity by acting as a responsive service provider with a focus on results and driven by IFAD’s mission and values.

Qualification:

  • Level – Advanced university degree (Master or equivalent). The advanced university degree may be substituted by a first university degree and at least four (4) additional years of relevant professional experience over and above the minimum professional experience required.

Experience:

  • At least five years of progressively relevant sound international professional experience in private or public sector financial management (accounting, auditing, finance, economics, financial analysis, business administration) and in project administration in a multi-cultural organization or national organization providing support on a global scope.
  • Experience with an international financial institution, audit firm, NGO with global outreach or other relevant institution would be an asset.
  • Qualifying work experience in country programme analysis, finance operations management and/or loan/grant administration with International financial institutions, development cooperation agencies, etc., would be an asset.
