The Office of Administration of Justice (OAJ) is an independent office, based in New York, responsible for the overall coordination of the formal components of the UN’s internal justice system. It is headed by an Executive Director appointed by the Secretary-General. OAJ was established at the outset of the system with the rationale that a separate Office of Administration of Justice, with operational and budgetary autonomy, would ensure the institutional independence of the system of internal justice. Apart from the Office of the Executive Director, which is mandated to provide recommendations on any improvements to the functioning of the system, OAJ includes staff members in the Registries of the United Nations Dispute Tribunal and the United Nations Appeals Tribunal, who support the independent judges, and the Office of Staff Legal Assistance which provides legal assistance to staff members free from any other instruction.

OAJ Job Vacancy 2021

Job Responsibilities:

  • Serves as a lead officer under the supervision of the Chief of OSLA and independently handles a wide range of complex legal matters involving issues relating to appeals against administrative decisions and the imposition of disciplinary cases, as well as on general legal matters related to employment by the Organization and its Funds and Programmes.
  • Provides legal advice on diverse substantive and procedural questions of considerable complexity, which may include those related to administration and management.
  • Performs extensive legal research and analysis and prepares legal opinions and detailed analysis of cases and jurisprudence.
  • Provides legal advice.
  • Prepares legal submissions/motions as necessary.
  • Reviews, advises on and drafts legal motions/submissions and other legal documents.
  • Advises on and participates in negotiations and settlement of claims and disputes.
  • Provides legal advice on the interpretation and application of staff regulations and rules, including the review of administrative decisions.
  • Represents clients and litigates on behalf of clients in cases before the United Nations Dispute Tribunal and the United Nations Appeals Tribunal.
  • Coordinates and directs teams of other legal officers dealing with significant legal issues as required, and/or mentors and supervises the work of junior officers.
  • Deputizes for the Chief of OSLA when required.
  • Performs other duties as assigned.

Qualification:

  • Advanced university degree (Master’s degree or equivalent degree) in international law is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of seven years of progressively responsible experience in law, including legal analysis, research and writing is required.
  • Experience as an advocate/litigator before courts and tribunals is desirable.
  • Experience at the international level, preferably in a United Nations system organization or other similar international organizations is desirable.
  • Experience as an advocate/litigator before the United Nations Dispute Tribunal and the United Nations Appeals Tribunal or other international courts and tribunals is desirable.
