UN Habitat Job Vacancy 2021

Job Responsibilities: Under the overall supervision of the Chief of Land, Housing and Shelter Section in the Urban Practices Branch of UN-Habitat and in collaboration with the Regional Office for Africa, government authorities (e.g. CONAREF) and key partners, the international consultant “Land Reform Specialist” will perform the following tasks and responsibilities:

  • Provide strategic and technical contributions to the DRC Land Reform Commission (CONAREF) in the planning, implementation and assessment of land reform activities through the development and implementation of the Agreement of Cooperation between the Commission and UN-Habitat.
  • Provide policy and substantive advice and inputs in the finalization of the national land policy document and follow-up processes.
  • Provide policy, strategic and substantive inputs and interventions in the preparation of the new land law and related legislations, including on the multi-stakeholder consultations.
  • Provide substantive review and technical inputs for the validation, finalization and dissemination of land tools and approaches developed through the pilot projects including the technical documentation process.
  • Prepare the necessary technical reports as inputs to the over-all planning, programme management and coordination, reporting and monitoring of DRC’s Support to Land Reform Programme including in addressing project’s operational issues and challenges.
  • Provide strategic and technical contributions to UN-Habitat Regional and Country Offices by participating in UN programme management team’s meetings, coordinating partnerships and country-level interventions and providing the necessary policy and operational updates to senior management of UN-Habitat.

Qualification:                                       

  • Advanced university degree (Master’s degree or equivalent) in land administration/management, law/legal, international development, social development or related area is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least seven (7) years’ experience in working on land reform, land tenure, land use and land administration issues in developing countries particularly in DRC or Francophone countries is required;
  • Experience on research, programme coordination, capacity development, knowledge management and documentation on land policy and law, land tenure and other related issues is highly preferred;
  • Knowledge on land and land tenure tools, land use planning, good practices and innovations is desirable;
  • Experience in coordination of multi-stakeholder projects and complex partnerships is desirable;
  • Team working ability and flexibility;
  • Previous working experience in United Nations or international organization is preferred;
