Duties and Responsibilities:

  • Financial management oversight and advice
  • Financial planning, monitoring, reporting and forecasting
  • Facilitation of knowledge building and knowledge sharing
  • Full compliance of financial activities, financial recording/reporting system and audit follow up with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system;
  • Ensure dynamic management of budgeting and accounting processes and services ensuring robust and transparent processes;
  • Design and establish systems, tools and mechanisms for fund management and oversight of all institutional financial resources;
  • Collaborate with the Programme Oversight and Quality Assurance unit (POQA) in designing and establishing systems, tools and mechanisms for fund management and oversight of programme financial resources;
  • Provide authoritative advice and integrated analyses to senior management on financial and budget management, including sustainability forecast and associated risks;
  • Provide timely and accurate reporting as required;
  • Coordinate with UNDP’s Global Shared Services Unit on the provision of services to the CO;
  • Lead CO team as the main focal point for clustered functions and ensure that issues are addressed in timely manner and escalate to management as necessary;
  • Working closely with RBAS Clustering Project Manager and provide feedback for improvement;
  • Lead the audit preparation process for the Operations Team;
  • Lead the follow-up actions on the audit recommendations implementation by all operations units.
  • Collaborate with POQA on HACT and DIM audits preparation/administration and on following up on implementation of audit recommendations.

  • Knowledge of UNDP ERP, internal financial management and control framework(s) is required.
  • Knowledge of audit track, accounting and budgetary procedures and techniques, procurement of goods and services, stocks and assets control.
  • Excellent knowledge of computer standard applications (Word, Excel, Outlook and PowerPoint).
  • Knowledge and understanding of audit and financial management functions in post conflict or emergency settings.
