UNDP Job Vacancy 2022

Job Purpose and Organizational Context: The Migration and Displacement Advisor is the lead expert in the Migration and Displacement knowledge domain.  S/he is based in the Resilience Hub for Africa in Nairobi and reports to the Resilience Hub Manager and the GPN’s Recovery Solutions and Human Mobility Team Leader. He/she provides intellectual and strategic leadership as well as technical guidance on migration and displacement issues in the Africa Region, and represent UNDP in the wider humanitarian-development nexus, including with regional entities, the UN system, bilateral partners, external experts, etc. In collaboration with other Advisors and Specialists in the Resilience Hub, HQ, Country Offices, Global Policy Centers, and rosters of external advisors, s/he is responsible for leading the provision of technical expertise and policy and programme advisory services to Country Offices in Africa, the implementation of the regional programme, and, where appropriate, with key governments in the region, the World Bank, UN and external partners. S/he responds to requests from Country Offices and supports the implementation of the Human Mobility for Africa’s Development Programme, under the guidance of the Resilience Hub Manager, and in collaboration with corporate support providers. S/he advances the credibility and recognition of UNDP’s capabilities on development approaches to migration and displacement and associated community of practices in particular the Poverty, Resilience, Governance, Environment and Climate Change, and Gender Communities of Practice. S/he also works in collaboration with other colleagues at the Resilience Hub for Africa, the Regional Service Center for Africa in Addis Ababa, the Dakar Hub for Western and Central Africa and the Finance Sector Hub in Pretoria to advance resilience building in the continent.

Duties and Responsibilities:

  • Identify entry points and/or pivotal considerations for integrating migration and displacement issues within regional and country-specific strategies for achieving the SDGs and Agenda 2063: The Africa we want;
  • Work with the Regional Bureau for Africa’s Country Advisors to ensure relevant, timely and multi-disciplinary response to Country needs for policy services on migration and displacement taking into account regional and global commitments;
  • Provide sector specific and technical policy advice for both development and crisis situations with emphasis on development approaches for migration and displacement;
  • Contribute to developing the capacity of national counterparts in support of achieving the Strategic Plan, the RBA Africa Promise, the SDGs, the Africa Union Agenda 2063 and other internationally agreed development goals as it relates to the migration and displacement knowledge domain;
  • Provide substantive inputs in the development of UNDP’s policies for the thematic area and contribute to the formulation of global policy products on migration and displacement
  • Provide substantive inputs in the development of policy and regional programmes on Resilience, contributing from the specific angle of migration and displacement.
  • Serve as the UNDP focal point in, and contribute to the UN Opportunity and Issue-Based Coalition 7 (OIBC7) on migration and displacement, under the Africa Regional Collaborative Platform.

Qualification:

  • Master’s degree, preferably in international development, migration and/or development, law, international affairs, business administration, development economics, or other relevant field.

Experience:

  • A minimum of 10 years of relevant experience in either public (national or multilateral, including UN) or private (academia, non-governmental sector, corporate) sector, with increasing level of responsibility.
  • Proven track record and leadership experience in the UN System related to migration, displacement, and situations of crisis and fragility.
  • Excellent negotiating and communication skills and ability to mobilize support from a wide range of partners (public, private, academic, civil society, business community leaders).
  • Proven track record of management and resource mobilization skills.

Language:

  • Fluency in written and spoken English is essential;
  • Fluency in French is highly desirable.
