Duties and Responsibilities:
Strategic Positioning, Concept and Design:
The Consultant will assess the concept and design of the overall scope of projects under the environment under review Subprogramme, including an assessment of the appropriateness of the objectives, planned outputs, activities, and inputs as compared to cost-effective alternatives. Identify niche areas where UNEP can further add advantage and efficiency to the programme/project. The strategic positioning and design of the Subprogramme projects will also be reviewed against the strategic questions of interest to UNEP.

Qualification:
- An advanced university degree in environmental sciences, international development, political, social sciences or related field is required. A first level university degree in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.
Experience:
- Minimum 10 years of professional experience in environmental policies, science-policy interface, impact assessments are required.
- Working knowledge of the UN system and partners is desirable.
- Experience in strategic planning of Programme of Work in particular to Environment under Review sub programme is required.
- Minimum 5 years of professional experience in project management, monitoring and evaluation of environment related projects is required.
- Proven experience of evaluating multi-donor projects using the Theory of Change and result-based logical framework approach is required.
