Duties and Responsibilities:

Within delegated authority, the Senior Humanitarian Affairs Officer/ Head of Office will be responsible for the following duties:

  • Leads and directs the OCHA ROSEA team of staff; may oversee activities for a discrete work section or equivalent; plans and allocates work assignments; coaches, mentors and evaluates staff; participates in recruitment, selection and training of new staff and in the development of training programs.
  • Organizes and/or chairs inter-agency and other international meetings, conferences, task forces; presents views and policies of the unit/institution, including the Regional Humanitarian Partnership Team for the Great Lakes and Horn of Africa (RHPT) and the Regional Inter-Agency Standing Committee for Southern Africa (RIASCO).
  • Initiates, supervises and finalizes position papers and related submissions; prepares diverse reports, papers, policy guidelines, parliamentary documents, statements, presentations, etc. for senior management.
  • Performs other duties, and surge assignments, as required.

Qualification:

  • Advanced university degree (Master’s degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of ten (10) years of progressively responsible experience in humanitarian affairs, emergency preparedness or crisis/emergency relief management of which at least five (5) years of experience living and working in countries (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster is required.
  • At least 3 years’ experience leading humanitarian coordination is required.
  • Experience at the management level is desirable.
  • Experience in the Southern and/or Eastern Africa region is desirable.

Languages:

French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
