Task Description

Within the delegated authority from the Facilities and Environmental Management Unit, the Facility Management Assistant shall be responsible for the following duties:

01. Implementation/Operations

  • Receives, analyses and reviews service requests, including installations of equipment; determines priority of work, plans, and prepares work orders, assigns work and follows up on service complaints.
  • Analyzes and interprets resource consumption data using statistical techniques for water, electricity and fuel consumption for decision making.
  • Identify, analyze, and interpret trends or patterns in complex data sets.
  • Assists in the preparation of draft proposals for maintenance service of existing facilities and infrastructure, construction and alterations work including preparation of scope of work, technical specifications, bills of quantity and cost estimates.
  • Assist the Facilities Management Supervisor in managing the accommodation of civilians and individual uniformed personnel.
  • Carries out technical assessments of existing buildings and infrastructure.
  • Assist in scheduling and supervision for minor repairs, cleaning, waste collection including grounds maintenance in all the mission area.
  • Prepares and writes requisitions for purchase of equipment, material, spares, etc.; reviews and evaluates offers and coordinates with procurement unit.
  • Maintain accommodation inventory records in electronic inventory management system for property control and accountability in conformance with administrative instructions, guidelines, manuals, and SOPs.

02. Planning

  • Plans, schedules, and supervises construction, repair, maintenance and installation of conventional buildings, temporary buildings, infrastructure within UNISFA premises using FRIM Data.
  • Plans, schedules, supervises, and coordinates maintenance services of installations, systems and equipment throughout the buildings through the use of iAuditor and other mission platforms.
  • Supports in the development of the quality assurance plan to provide systematic method to monitor facility and camp performance.
  • Participates in the development of risk assessments and risk management plans using resource consumption data.
  • Assists in the development of contract compliance checklists and implementation plans for facility and asset care management contracts.

03. Administration

  • Use resource consumption data as inputs for risk management planning.
  • Identify root causes for underperformance and propose corrective actions for process improvement
  • Reviews maintenance records and work orders from Comindware software and develop a mechanism for addressing any issue.
  • On time processing of accommodation recoveries on visitors, vendors, contractors whenever necessary.
  • Record keeping for all existing Memorandum of Understanding and ensure they are updated.
  • Support in monitoring the performance indicators of UNISFA Camp Management Service Contractor
  • Prepares weekly and monthly report on water, electricity, and fuel consumptions.
  • Supports in office administration, record management and check-in/check-out process of staff.

04. Any other assigned duties.

  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; network and build relationships with local organizations, groups or individuals, and support and/or participate in local volunteering initiatives.
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
  • initiate and/or participate in local volunteer groups, including assisting them in submitting stories and experiences to the World Volunteer Web site.
  • Promote or advise local groups on the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible; -Encourage, mobilize and support coworkers, fellow UNV volunteers and members of the local community to play an active part in peace and development activities on a voluntary basis.
  • Discuss with supervisors how volunteerism for peace and development can be mainstreamed in the assignment and integrate activities promoting volunteerism for peace and development into work plans.
  • Assist with the UNV “buddy Programme” for newly arriving UNV volunteers. Results/Expected Output:
  • The volunteer will have contributed to strengthening the UNISFA Health Services through quality assurance mechanisms.
  • Inclusion in Performance Appraisal Report of statement of achievements towards volunteerism for development and capacity building during your assignment such as specific quantification of mobilized volunteers, trained national colleagues, activities, capacities.
  • The Volunteer will have created an impact on the efficiency of the Clinic as the incumbent’s own initiative will be decisive in result of work and timely finalization.

Eligibility Criteria

Required Education Level:

  • Technical/ vocational diploma in High school diploma or equivalent is required. Technical or vocational certificate/ diploma in engineering technology, construction, project management, statistics or in a relevant discipline.

Required Experience:

  • 5 years of experience in the field of engineering, data analysis, management, project management and construction. Experience in reporting data analysis and reports/ analytical portal development is required. Hands-on experience on analyzing large volumes of data sets and capable of creating reports and dashboards on any Enterprise Resource Plan (ERP). Strong analytical, planning, and organizational skills with an ability to manage competing demands is desirable. Experience providing services in the field of engineering to or in a field operation of the United Nations Common System or a comparable international organization is desirable. Experience in international operations in a post conflict environment is desirable.
