IFRC Job Vacancy 2022

General objective: To support the Nigeria NMEP and partners with the development and set-up of an online system for coordination and monitoring of campaigns. The consultant will be responsible for supporting the NMEP with tracking the planned campaigns, monitoring the state of preparedness for implementation, identifying and resolving critical bottlenecks and reporting to the IVM manager on a weekly basis, highlighting areas for intervention and action to keep activities on track.

Specific objectives:

  • To undertake (or review) a complete mapping of the activities that the NMEP is responsible for in 2022 and 2023 and establish a Gantt chart to be used as a base for the establishment of the monitoring system
  • To develop an online system that will be managed by the consultant and NMEP and accessible to partners, including the SMEP, that will track the state of preparedness for each campaign, allow for early identification of bottlenecks and responses for mitigation, as well as outcomes of actions taken, and collect critical information needed to improve campaign planning, implementation and outcomes as campaigns are implemented
  • To develop standard operating procedures for the campaign coordination and monitoring system and ensure that focal points at national and state levels are aware of them (through training or briefing)
  • To identify opportunities for reinforcing the NMEP in its activities, including mobilization of state-level actors to support campaign planning and implementation
  • To support state-level capacity building through transfer of knowledge and tools for the campaign state of preparedness tracking and alignment to state context, including identification and resolution of bottlenecks
  • To support the NMEP with a biweekly written summary of the information from the coordination and monitoring system, updating of timelines and identification of areas requiring decision-making for mitigation of challenges and bottlenecks

Qualification:

  • University degree in geographic information systems, information technology, or a related discipline from a recognized institution.

Experience:

  • At least five years of experience with planning, implementation and monitoring or ITN campaigns
  • At least five years of experience with online/cloud-based project management systems
  • At least five years of experience in geographic information systems programming and development
  • Country-level experience implementing digital microplanning for distribution or vaccination campaigns (preferred)
  • Strong proven experience in coordination and stakeholder engagement, including working with international agencies or multinational companies, preferably in the health, development, or humanitarian fields
  • Demonstrated experience with large-scale funding or implementation partners for ITN mass campaigns (e.g. Global Fund, US President’s Malaria Initiative, Against Malaria Foundation, UKAid, UN, etc.)
  • Experience and proficiency with capacity development for GIS and using geospatial information products, including facilitating district-level workshops
  • Demonstrated ability to work independently and as part of a team in a cross-cultural environment
  • Intermediate capabilities using current ArcGIS Suite or related technologies
  • Knowledge of cartography, coordinate systems, and map projections
  • Knowledge of mobile data collection and GPS techniques
  • Experience supporting web-based GIS services (ArcGIS Online, Enterprise Portal)
