The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Project Context: The project has three lines of activities, which interact with each other: 1) Support development of implementation guidelines of the national policy on plastic waste management; 2) Support to strengthening recycling capacity at target municipalities through reinforcing the value chain system, including provision of necessary equipment and pilot implementation of the guidelines on plastic waste management; and 3) demonstration of circular economy and resource efficiency practices, including recycling system and innovative technology at pilot companies or institutions to showcase their benefits.

Main Functions:

• Liaise with relevant government agencies and all partners and facilitate effective coordination of project activities.
• Carry out Project Steering Committee meeting as a co-host in coordination with the Federal Ministry of Environment, as described in the Project Document 210184.
• Support the planning and organizing of meetings, workshops, and training activities in coordination with counterpart entities, and prepare minutes or reports for distribution to key stakeholders, if necessary.
• Monitor progress of project members, subcontractors, and counterparts’ activities in the country, identify risks that may delay the project implementation progress, report to the Project Manager and advise and take mitigation measures, if necessary.
• Draft various documents required for the project activities such as terms of reference, technical specifications and provide support for procurement and equipment delivery, including customs procedure, when requested.
• Perform all other necessary project activities as required by the Project Managers.
• Prepare quarterly reports to the Project Managers on the project coordination progress and results achieved.
• Participate in workshops, seminars and meetings organized by other entities to collect information related to UNIDO projects or dissemination of UNIDO project activitiesat the request of the UNIDO Representative and Project Managers to ensure synergies with the projects.
• Identify, and describe new project possibilities related to approved technical cooperation programmes and ongoing activities
• Support Project Managers in ensuring smooth coordination of ongoing national and regional EAE projects and in identification of new project possibilities.

Qualification:

• Advanced university degree in chemistry, chemical engineering, environmental studies or other relevant discipline with specialization in environmental management and technology, is required.

Experience:

• A minimum of five (5) years of practical experience in the field of environmental management, is required.
• Experience at the international level involving technical cooperation in developing countries is required.
• Experience in evaluating the needs, conditions and problems in developing countries, is desirable.
