Job Responsibilities:

  • Ensure that program activities are responsive to the needs and priorities of local youth and other stakeholders.
  • Ensure that program activities are informed by evidence and best practices and are tailored to the different contexts across South Sudan.
  • Oversee a team of senior technical experts and ensure clear roles and responsibilities and lines of communication are maintained among team members.
  • Work with the MEL Advisor and other technical experts to develop and oversee the Activity Monitoring, Evaluation & Learning Plan.
  • Lead the development and implementation of technical strategies, resources and approaches necessary to meet project objectives.
  • Lead and/or contribute to the development of high-quality work plans, quarterly and annual reports, financial reports, and any other reports required by USAID.
  • Identify synergies with other donor funded activities and local initiatives to increase project effectiveness and impact.
  • Identify technical assistance needs and resources for project staff, partners, government counterparts and beneficiaries. Coordinate technical assistance provision from the home office and other experts.
  • Promote sustainability of project activities through effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.
  • Coordinate with partners, government counterparts and other stakeholders to achieve project objectives.
  • Represent the project in technical meetings, conferences, and coordination platforms.
  • Act in place of Chief of Party when needed.

Minimum Qualifications:

  • Master’s degree or higher in international development, economics, health, education, or a related field.
  • At least ten years of experience implementing projects in complex, or conflict affected countries with at least three years in a leadership role.
  • At least six years of experience implementing development or humanitarian projects focused on economic growth, education, health, or other social services for youth.
  • Previous experience leading cross-sectoral programming.
  • Strong knowledge of USAID’s Youth in Development Policy and Positive Youth Development approaches.
  • Demonstrated experience developing and implementing youth programing that is flexible and responsive to changing needs and security conditions.
  • Experience working in South Sudan strongly preferred.
  • Familiarity with current and recent activities in South Sudan.
  • Strong understanding of monitoring, evaluation, and learning (MEL) activities and experience working with MEL counterparts to measure, learn from and adapt programming.
  • Previous experience providing technical leadership within a consortium.
  • At least five years of progressively more responsible supervisory experience that involves direct leadership as well as oversight and evaluation of staff performance.
  • Demonstrated success in managing sub-contracts/sub-grants with international consortiums, local organizations, and community-based groups.
  • Experience managing large scale activities including conducting strategic planning, work planning, contingency planning and report writing.
  • Demonstrated knowledge of United States Government rules, regulations, policies, and procedures as they relate to project and program compliance and reporting.
  • Fluency in English required.
