Task description

Under the direct supervision of Civil Affairs Team leader, the UN Volunteer will undertake the following tasks:

  • Tracking of programmatic activities, including Access databases at the HQ and FOs where information can easily be collected on submission of proposal, processing, approvals by budget and finance, release of funds to field offices, implementation of projects, financial accountability documentation, payment to the vendors, etc.; periodic review with the field offices.
  • Implementation of civil affairs budget: Timely initiation of Memos to DMS on training plan, procurement for training consultants or consultancy services and raising shopping carts for procurement of non-training consultants; realignment of various budget lines when required; etc. in timely manner.
  • Support to Field Offices: Bi-monthly engagements with Focal points on RBB reporting and PA activities to identify areas for support to FOs; supporting field offices on databases; field visits from CD HQ staff; training plan for the staff (training assessment needs, identifying training opportunities which might not have planned, equitable opportunities for the staff for staff development, etc.).
  • Use of in-mission resources for training: Identification and Roll out of mobile training teams (training for these teams in TOTs, Design of training, training skills in consultation with IMTC).
  • Strengthen mechanisms for tracking CAD impact/contribution.
  • Formulation, implementation, monitoring & reporting of CAD budget lines of Programmatic funding, Official Travels, Training, Consultancy of whole CAD (10 Field Offices)
  • Managing the portfolio of Result Based Budgeting (RBB)-mandated Programmatic Activities under RBB programmatic funding (Civil Affairs & Community Support) for sub national level, particularly project proposals for implementation in the 10 field offices
  • Project planning, monitoring, reporting, evaluation, impact assessment (annual CAD programmatic funding) budget formulation and review, periodic budget monitoring and financial reviews
  • Review and advice on Financial and Technical aspects of CAD project proposals
  • Protocols, policy & systems review and implementation, including financial and substantive
  • Coordination with other sections such as Budget and Finance Section, Acquisition and Requisition Section, Mission Support and Strategic Planning Unit on project implementation, Low Value Acquisition (LVA) processing and financial issuances and closure.
  • Record Keeping and info management through developed data base for projects monitoring, maintain relevant documentations and storage (electronic and hard copies), including for future audit purposes
  • Ensure all UNMISS mandatory trainings are successfully taken.
  • Undertake other assignments, as directed by the Team leader and/or the Director or OiC Civil Affairs Division.

Eligibility Criteria

Required education level:

  • Bachelor degree or equivalent in conflict related studies, political, economy and/or any relevant social science discipline.

Required experience:

  • 3 years of experience in Political analysis and problem-solving skills and experience in working with non-state actors and community groups; including youth and women and other marginalized groups.
  • Skills and experience in program management, budgeting, and finance and administration experiences are required.
  • Proven report-writing and analytical skills is required.
  • Experience in facilitating public fora, dialogue, workshop facilitation etc., with at least at least two years of relevant experience in coordination and liaison with partners and stakeholders;
  • Experience working in conflict situations on conflict management: prevention, mitigation, resolution is essential;
  • Peace and Conflict, Political Science, Social Science, other civil society, or community development experiences.

  • English, Level: Fluent, Required
  • Arabic, Level: Mother tongue, Desirable
