Task description

Under the direct supervision of the Administrative Assistant, the UN Volunteer will undertake the following tasks:

  • Assist in preparing the Section’s preliminary budget proposals for the upcoming financial year.
  • Assist in preparing the Section’s preliminary financial performance report at the closing of the current financial year.
  • Assist in Financial Audit by preparing detailed expenditure reports and attend meetings as/when required by the Transport Business Manager.
  • Summarizing financial data and submitting recommendations for approval of fund requests.
  • Examine budget estimates for completeness, accuracy, and conformance with instructions, procedures, and regulations.
  • Provide advice and technical assistance with regards to cost analysis, fiscal allocation, and budget preparation.
  • Monitor and review expenditures and ensure that funds are expended under the correct budget lines within Transport Section.
  • Assist in reviewing and analyzing status of outstanding obligations (purchase orders, funds commitments, low value acquisitions), pre-commitments (shopping carts, funds pre-commitments), petty cash, disbursements, and expenditures
  • Assist in processing payment of invoices for local service contracts and freight forwarding services
  • Assist in processing of funds pre-commitments and funds commitments for obligation of fund for inter-mission transfers and asset deployments from other missions and from UNGSC Strategic Deployment Stock (SDS) in line with Transport Section approved Demand and Acquisition Plan
  • Prepare purchase requisitions and shopping cart order forms for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds and (c) goods are ordered under correct product IDs for Transport Section.
  • Review invoices for services delivered/rendered against a purchase order and ensure that service certification is processed on time.
  • Review local contracts and ensure that contract extensions are processed before the contract expiration and expenditures are within the contract Not-to-Exceed (NTE) or no post-facto requirements/transactions within the financial year.
  • Prepare inter-office memorandum (IOM) for liquidation of obligations, extension of contracts, redeployment and re-alignment of funds and technical evaluation reports
  • Preparing monthly financial report including budget-to-actual revenue and expenditure information, and analysis of significant variances.
  • Prepare weekly status reports for purchase requisition requests (PRF), outstanding shopping cart, outstanding purchase orders, task orders for local service contracts, budget and expenditure levels
  • Keep records and financial files in Transport SharePoint accurately and up to date
  • Provide guidance and training to other general service staff in the Finance & Budget unit.
  • Perform other duties as required.

Eligibility Criteria

Required education level:

  • Bachelor degree or equivalent in Business management or other related field is required.

Required experience:

  • 4 years of experience in Budget and Finance or related fields is required.
  • Excellent in use of Microsoft Office (excel, word, power point)
  • Experience in SAP or other ERP systems.
  • Excellent oral and written skills; excellent drafting and reporting skills.
  • Excellent interpersonal skills.
  • Excellent analytical skills.
  • Ability to work professionally and effectively in a challenging environment.
  • Ability to work in a multicultural team of international and national personnel
  • Self-motivated, ability to work with minimum supervision and ability to work with tight deadlines
  • Experience in Procurement, Contracting and Administration is desirable.
  • Experience in demand and acquisition planning (DAP), material requirements planning (MRP) or forecast planning is an added asset.
  • Experience in contract management is an added asset.
  • Experience in inventory management is an added asset.
  • Have affinity with or interest in volunteerism as a mechanism for durable development, and the UN system.
