Responsibilities:

  • Reviews and monitor the situation in South Sudan and neighbouring countries with specific regard as to how it relates or may have an impact on Commission on Human Rights in South Sudan (CHRSS) activities in the region;
  • Advises the Coordinator with regard to all security-related matters and develop Security Risk Assessments (SRA), tactics, techniques and procedures in accordance with the provisions of the UN Security Management System for the safe conduct of all CHRSS’s activities with special focus on field missions;
  • Arranges all security aspects of visits by CHRSS’s members as necessary and in the context of field visits, ensures continuous mission tracking, whereas he/she is directly involved or by remotely monitoring the movement of mission staff;
  • Prepare Security Risk Management for all the locations where the CHRSS will operate and for each mission separately;
  • Ensures that the CHRSS reaches and maintains full Minimum Operating Security Standards (MOSS), as established for each visited country, and in all of its activities;
  • Prepares draft of security plan for the mission, designated county or geographic area, including all aspects related to elaboration, development, implementation and updating of the plan;
  • Maintains continuing lines of communication with security focal points and all other agencies involved in peacekeeping and other missions to ensure maximum security coordination; Serves as a member of the United Nations Security Management Team, contributing to implementation and evaluation of the effectiveness of the security plan;
  • Assesses prevailing local security conditions, identifying security trends and advising CHRSS personnel on potential security problems, such as mines, kidnapping, armed attacks, arrest and detention;

Eligibility criteria:

Education:

  • Advanced university degree (Master’s degree or equivalent) in security management, business administration, political/social science, psychology, international relations or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma or certification from a national police or military academy at officer level. Completion of UN Security Certification Program would be an asset.

Work Experience:

  • A minimum of five (5) years of progressively responsible experience in military, police, security management, preferably in the police or military context or related area is required.
  • Three (3) years of experience working in the field is required.
  • Working experience within UN Security Management system, experience working in South Sudan and/or the East Africa region are desirable.
  • Experience in the area of human rights or international humanitarian law is also desirable.
