Responsibilities

Within delegated authority, the Human Rights Officer (Analyst/ Reporting Officer) will be responsible for the following duties:

  • – Reviews and analyses information collected and advises Secretariat staff on addressing gaps and following leads;
  • – In coordination with the Chief of Investigations, identifies gaps and orients the investigation accordingly; coordinates closely with the Legal Adviser to ensure information collected corresponds to the required legal elements;
  • – Coordinates closely with the Gender Adviser to ensure gender perspectives are integrated throughout the investigation, and during analysis and report drafting, including on the gendered impact of the violations;
  • – Prepares briefings, summaries of information gathered and analytical documents as required;
  • – Coordinates the drafting of the Commission’s reports, and acts as its main drafter;
  • – Ensures that information collected is properly documented, in accordance with standard OHCHR methodology in coordination with the Chief of Investigations ;
  • – Assists in drawing analytical conclusions; proposes the structure of reports and visualisation of the Commission’s findings and conclusions; assists in developing actionable and gender-sensitive recommendations;
  • – Performs other duties as required.

Qualification:

  • Advanced university degree (Master’s degree or equivalent degree) in law, political science, international relations or another discipline related to human rights is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of seven years of progressively responsible work experience in human rights, international humanitarian law or international criminal law is required.
  • A minimum of two years of experience in the analysis and drafting of public human rights reports is required.
  • Relevant experience working for the United Nations or a similar institution is desirable.
  • Experience working in conflict or post-conflict setting is desirable.
  • French and English are the working languages of the United Nations. For this position, fluency in English is required.
