Responsibilities
Within delegated authority, the Human Rights Officer (Analyst/ Reporting Officer) will be responsible for the following duties:
- – Reviews and analyses information collected and advises Secretariat staff on addressing gaps and following leads;
- – In coordination with the Chief of Investigations, identifies gaps and orients the investigation accordingly; coordinates closely with the Legal Adviser to ensure information collected corresponds to the required legal elements;
- – Coordinates closely with the Gender Adviser to ensure gender perspectives are integrated throughout the investigation, and during analysis and report drafting, including on the gendered impact of the violations;
- – Prepares briefings, summaries of information gathered and analytical documents as required;
- – Coordinates the drafting of the Commission’s reports, and acts as its main drafter;
- – Ensures that information collected is properly documented, in accordance with standard OHCHR methodology in coordination with the Chief of Investigations ;
- – Assists in drawing analytical conclusions; proposes the structure of reports and visualisation of the Commission’s findings and conclusions; assists in developing actionable and gender-sensitive recommendations;
- – Performs other duties as required.

Qualification:
- Advanced university degree (Master’s degree or equivalent degree) in law, political science, international relations or another discipline related to human rights is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of seven years of progressively responsible work experience in human rights, international humanitarian law or international criminal law is required.
- A minimum of two years of experience in the analysis and drafting of public human rights reports is required.
- Relevant experience working for the United Nations or a similar institution is desirable.
- Experience working in conflict or post-conflict setting is desirable.
- French and English are the working languages of the United Nations. For this position, fluency in English is required.
