GGGI Job Vacancy 2021

Job Purpose: The objective of this assignment is to undertake a systems assessment of the current e-waste management cycle and value chain systems, stakeholders, institutional arrangements and potential private sector actors. This will help in identifying the constraints and opportunities for the e-waste products and processing opportunities that have a high potential for employment creation. The exercise will profile key players, identify investment opportunities, assess the e-waste incentive regime and profile two investment projects into teasers. The consultant will provide recommendations on specific entry points for civil society organizations, the private sector, and public authorities to support the safe handling.

SCOPE OF WORK:

  • Profile earlier studies and interventions undertaken on the e-waste value chain in Uganda. This needs to specify the nature of interventions, key players, beneficiaries, development partners involved, etc.
  • Undertake a stakeholder analysis to establish the role of public, private Sector, international organizations, civil society, etc. in the e-waste value chain.
  • Analyse the supporting functions that are required to make the value chain work, including both existing and missing support functions (e.g., infrastructure, information, related services).
  • Assess the existing and necessary safeguards within the e-waste value chain in Uganda.
  • Assess the effectiveness of related laws, policy, regulations, barriers, etc. in addressing the e-waste challenge.
  • Assess and examine the effectiveness of the current institutional arrangements in the GKMA and preparedness for management of e- waste.
  • Characterise e-waste materials flows, value chain gaps, identify major challenges.
  • Review two case studies on adoption of green approaches to valorisation of e-waste from two selected countries. GGGI will directly support the consultant in this process.
  • Propose general options for management of oil waste and identify two/three investment projects within the value chain.

Qualification:

  • University degree in environmental science, industrial/ chemical engineering, sustainability, business administration, economics, development planning, social-economic development, statistics, law and policy or a closely related discipline from a recognized university.

Experience:

  • Minimum of seven years of relevant professional experience (market assessments, local economic development, value chain development, strategic planning, or a closely related assignments).
  • Experience in working with international or national NGOs or with government authorities at national level desirable.
  • Experience in financial analysis and modelling.
  • Knowledge of ISO 14000 (environmental management) standards or any other standards in related to waste management would be an added advantage.
  • Fluency in English, verbal and written is required.
  • Excellent report writing skills.
  • Recognition as an expert in the field and having contacts with counterparts predominantly at strategic/management level.
