The United Nations Human Settlements Programme (UN-Habitat) is the United Nations programme for human settlements and sustainable urban development. It was established in 1978 as an outcome of the first United Nations Conference on Human Settlements and Sustainable Urban Development (Habitat I) held in Vancouver, Canada, in 1976. UN-Habitat maintains its headquarters at the United Nations Office at Nairobi, Kenya. It is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. It is a member of the United Nations Development Group. The mandate of UN-Habitat derives from the Habitat Agenda, adopted by the United Nations Conference on Human Settlements (Habitat II) in Istanbul, Turkey, in 1996.

Duties and Responsibilities

Background:

  • The United Nations Human Settlements Programme, UN-Habitat, is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities. It is the focal point for urbanization and human settlement matters within the UN system. The Agency also contributes to national and local governments in laying the foundation for sustainable urban development. UN-Habitat envisions well-planned, well-governed, and efficient cities and other human settlements, with adequate housing, infrastructure, universal access to employment and essential services such as water, energy and sanitation. To achieve these goals, UN-Habitat has adopted the Strategic Plan (2020–2023) which repositions UN-Habitat as a major global entity and a centre of excellence and innovation.
  • This ‘national land use planning expert’ consultancy post is primarily created to contribute to the UN-Habitat’s Land, Housing and Shelter Section (LHSS) and the Global Land Tool Network (GLTN) interventions in Uganda. The LHSS, within the Urban Practices Branch of UN-Habitat, hosts the secretariat of the GLTN, which is a network of over 80 international institutions that was established in 2006 and since then, has been working to promote secure land and property rights for all, through the development of pro-poor fit-for-purpose and gender-responsive land tools within the continuum of land rights approach. Since 2012, GLTN has started working at the country level to test and implement developed land tools and approaches, contribute to land policy development and implementation, and undertake capacity development initiatives and awareness and knowledge-building initiatives in collaboration with government authorities and partners. In 2019, Phase 3 of the GLTN programme commenced with an overall goal of improving tenure security for women, youth, and vulnerable groups.

Qualification:

  • Advanced university degree (Master’s degree or equivalent) in physical or regional planning, land management, or another field relevant to this assignment is required.
  • A minimum of five (5) years’ experience undertaking projects or assignments related to land use planning or physical planning on customary tenure is required.
  • Proven expertise and knowledge of physical/land use planning, policy formulation and analysis in Uganda is required.
  • Knowledge in land use planning, sociology, environmental management, land management-related tools, good practices and innovations is desirable.
  • Previous experience with UN and/or international organization and government bodies is desirable.
  • Fluency in English (both oral and written) is required; knowledge of the other UN languages is an added advantage.
