Responsibilities

Within assigned authority the Programme Officer (Cybercrime) will perform the following specific duties:

  • Organize and conduct capacity building and technical assistance activities on detection and investigation of cybercrime and crimes committed by means of technology, cryptocurrencies, darknets, online child sexual exploitation, all related technologies, and provide technical advice to counterparts upon request.
  • Organize and facilitate international, interregional and national activities in countering cybercrime and the criminal use of cryptocurrencies.
    Implement activities under the Global Programme on Cybercrime by delivering, contributing to and ensuring coordination among the relevant personnel and units in particular with regard to the administrative set up of the activities, subcontracting of services and financial monitoring and reporting.
  • Cooperate and coordinate with the Regional Office for Eastern Africa (ROEA) and other Sections at UNODC Headquarters on implementation arrangements and provide detailed specifications for activities.
  • Design curricula and courses on cyber-dependent and cyber-enabled crime.
  • Provide, prepare and draft reports, guidelines, standard operating procedures (SoPs), and analysis on cyber- related issues.
  • Participate in the preparation and delivery of scoping missions.
  • Coordinate and liaise with intergovernmental and non-governmental organizations and institutions which are active in the provision of training and education on related issues at the international, regional or country level, as well as with associated UNODC and broader UN Programmes.
  • With the direct oversight of the Cybercrime Coordinator for Africa, prepare, review, plan and manage the implementation of substantive and administrative support, including budget and procurement management.

Qualification:

  • Advanced university degree (Master’s degree or equivalent) in law, law enforcement, policing, police intelligence, criminology, criminal analysis, digital forensics, computer science, or closely related field relevant to the area of cybercrime is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible professional work experience in law enforcement, intelligence or criminal justice, with a focus on countering cybercrime (cyber-dependent or cyber-related crime) is required.
  • Work experience in delivering training, mentoring and/or technical advice on cybercrime is required.
  • Work experience in delivering training on cryptocurrency investigations is desirable.
  • Experience in training, advising or mentoring national and international law enforcement agencies on cybercrime investigations or digital forensics is desirable.
  • Experience in the implementation, management, and monitoring of technical assistance projects is desirable.
  • Experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in another United Nations official language is desirable.
