Duties and Responsibilities

Under the overall supervision of the Regional Representative and within the framework of the UNODC Regional Programme for Southern Africa, and with direct supervision of the Trafficking in Persons and Smuggling of Migrants programme officer, the contractor will perform the following tasks:

  • Participate in the development and implementation of programme activities with a specific focus on Trafficking in Persons and Smuggling of Migrants by providing substantive and technical expertise;
  • Plan, implement, manage and monitor programme activities as required, in particular in South Africa and other Southern African Member States, in close coordination with the Government counterparts, donors and other stakeholders, based on best practices, including UNODC manuals, handbooks, guides, and standards and norms;
  • Organize training workshops, meetings, official and assessment missions, develop concept notes and terms of references as required;
  • Identify technical assistance and capacity building needs in the region and assist in the development and implementation of programme activities; identify technical assistance strategies of donors active in anti-Trafficking in Persons and Smuggling of Migrants programmes and assist in preparing project proposals for funding consideration by interested donors; assist in coordinating activities with intergovernmental organisations and non-governmental organizations which are active in Eastern Africa;
  • Provide programme administrative assistance; plan and arrange official travel, respond to complex information requests and inquiries; set up and maintain files/records and organize meetings;
  • Draft correspondence on substantive and budget-related issues and prepare and update periodic substantive reports, briefing notes, graphic and statistical summaries and programme spreadsheets;
  • With the support of the Associate Finance Officer, monitor and manage relevant programme activity budgets and all related administrative issues and report on an ongoing basis within UNODC on the implementation status and delivery of programme activities;
  • Performs other duties as assigned.

Eligibility Criteria

Academic Qualifications:

  • A high school diploma or equivalent is required.

Experience:

  • A minimum of five (5) years of professional experience working in projects or in research aimed at enhancing the Rule of Law and criminal justice systems is required.
  • Knowledge of international legal instruments against Trafficking in Persons, the Smuggling of Migrants and transnational organized crime is desirable;
  • Proven experience in delivering workshops to develop legislation, policy, national strategies and action plans, as well as facilitation of high-level multi-stakeholder processes is desirable;
  • Previous experience working with UN and/or Government entities is desirable;
  • Good knowledge of local, regional and global human trafficking developments is desirable;
  • Excellent legislative drafting or analysis, strategic planning, and presentation skills is desirable;

Language:

  • English and French are the working languages of the United Nations. For this post, fluency in oral and written English and Portuguese is required. Knowledge of another official United Nations Secretariat language is desirable.
