FHI 360 Job Vacancy 2022

Job Purpose: Reporting to the Chief of Party (COP), the HIV TD-KP will directly support the COP in the design, roll-out and day-to-day management and implementation of community-based key populations (KPs) prevention interventions and related community strengthening activities. He/she will support the COP to lead, manage, and oversee the KP component for the CHEKUP II program, including on KP-related capacity building activities. The HIV TD-KP will sit on the Senior Management Team (SMT) and be accountable for achieving all CHEKUP II’s KP-related intermediate results. The HIV TD-KP will supervise KP staff, and KP sub-partners; and; ensure that these teams build on current systems for efficient implementation. The HIV TD-KP will contribute to and ensure KP elements in work planning, monthly, quarterly, and annual reporting processes, and review meetings with CHEKUP II staff, stakeholders, and donor. This position also reports to the FHI 360 Country Director.

Responsibilities:

  • Overall responsibility for the KP design and technical direction for KP programming, including program management, budget management, and grants management, in liaison with the COP, SMT and local and global technical units.
  • Provide expert technical advice to the COP, SMT, KP project staff and KP sub partners on KP programming, using innovative and evidence-based global best practices.
  • Guide all capacity building efforts to KP sub partners and skills transfer in all aspects of technical and organizational development for effective and efficient KP programming, and innovative approaches to scale -up targeted HIV services for KPs to support control of the HIV epidemic.
  • Work with KP sub partners, communities, and stakeholders to develop creative solutions to address barriers for KPs to access HIV prevention, care, and treatment services.
  • Ensure all KP-related activities are on track with work plans, and are within budgets for overall high quality KP programming in collaboration with the COP, grants and contracts, and financial teams.
  • Supervise KP programming staff, and monitors performance of KP sub partners.
  • Travel to sub partner sites to provide management and oversight on KP activities as needed.
  • Coordinate and manage all technical aspects of the KP program reporting, i.e., workplan, monthly, quarterly, and annual reporting processes, and review meetings.
  • Perform other duties as assigned by COP.

Qualification:

  • A Master’s degree or higher in Public Health, Social and/or Behavioral Sciences or a related field, with specific emphasis on community medicine, community-level health promotion and/or education for key or marginalized populations.

Experience:

  • Minimum of 12 years’ experience in designing and implementing large-scale HIV prevention care and support programs for key populations.
  • Eight (8) years’ experience in technical leadership/management role for a project of similar size and complexity with direct supervision of professional staff.
  • Management experience with different USG funding mechanisms preferred.
  • Demonstrated strategic planning, staff development and capacity building experience
  • Ability to work well with stakeholders on various sensitive issues including work with key populations.
  • Experience in managing KP sub partners and/or sub-award management.
  • Policy advocacy and community organizing experience for KPs preferred.
  • Extensive experience and solid knowledge in HIV prevention, care, and treatment programming/approaches for KP.
  • Ability to advocate and create synergies particularly for KP programming.
  • Demonstrated knowledge of the Zambian health system and community programming for KPs.
  • Strong interpersonal, writing, and oral presentation skills in English.
  • Ability to work independently and manage a high-volume work flow.
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
