Basic Function: The Advisor, Monitoring, Evaluation, and research will lead Open Doors monitoring, evaluation and Research efforts. S/he shall develop monitoring, evaluation and reporting (MER) systems that include appropriate indicators, baseline data, targets and a plan to evaluate performance and produce timely, accurate and complete reporting.

Under the supervision of the Chief of Party, s/he will oversee project activities related to Monitoring, targeted evaluation, targeted research, quality assessment and quality improvement (QA/QI).

Duties and Responsibilities:

To coordinate and engage stakeholders (National, International, and Donor) in various phases of the project (from M&E system development to reporting and dissemination) to ensure that USAID Open Doors project fulfills M&E needs.  This includes working with other entities involved in information systems to review existing data collection tools and revise accordingly. Supervise all M&E and QA/QI staff in project sites provide technical direction to the field office M&E and QA/QI staff. Develop/Revise/Implement an Open Doors M&E work plan that is in line with the national M&E work plan at the start of project and supervise the development of M&E work plans of implementing partners, assess the implementation of the work plan on a regular basis, and make updates to the work plan as needed. Develop Open Doors Quality Assurance and Quality Improvement System (in conjunction with other Open Doors technical units).  Ensure that all partners and program managers include M&E and QA/QI work plans activities in their programs and that they carry out appropriate data collection and reporting. Supervise the generation of reports and data which meets the reporting requirements of PEPFAR/USAID, FHI 360 and Government of Zambia (MOH and NAC) to ensure that Open Doors project fulfills all their M&E requirements. Oversee the implementation of the Open Doors project M&E and QA/QI work plans both at Lusaka and district/site level and those of partners, including implementation of quality assurance/control measures for data collection. Conduct training for implementing partners M&E staff, on M&E in general and on Open Doors project M&E system. Oversee the preparation of monthly, quarterly, semi-annual, annual, end-of-project reports and portfolio reviews to submit to USAID and FHI 360. Develop protocols with technical assistance from FHI 360 for targeted and End-of-Project evaluations (including developing sampling strategies, analysis plan and presentation of data) and providing training to staff as needed. Document lessons learned and best practices in monitoring and evaluation, according to USAID and PEPFAR guidelines. Represent FHI 360 and make presentations at professional meetings and conferences related to Monitoring and Evaluation as needed. Provide technical assistance to health facilities and community-based implementing partners to ensure that data collection is accurate, reliable, feasible, efficient, and timely.

Qualification & Experience:

  • Master’s degree in Social Sciences, Statistics or Public Health
  • Master’s degree or higher is an added advantage.
  • 8-10 years’ experience in monitoring and evaluation, with experience in HIV/AIDS programs and supervisory experience.
  • Experience with donor programs required.
  • USAID experience a plus.
  • Experience must reflect the knowledge, skills and abilities listed above.
