Duties and responsibilities of the Junior Consultant Social Affairs: This Consultancy is located in the Sub-Regional Initiatives Section of the ECA Sub Regional Office (SRO), Southern Africa, in Lusaka, Zambia. In the performance of his/her day-to-day activities, the Junior Consultant, Socioeconomic Analyst shall work under the direct supervision, and report to the Chief of the Sub-Regional Initiatives Section (SRIS). He/she will carry out the assigned tasks under the overall supervision of the Director, SRO-SA of ECA.

Social affairs, social policy and development covers a wide range of cross-cutting issues covered in the 2030 Agenda for Sustainable Development and Agenda 2063 of the African Union. This includes social and demographic topics, matters related to poverty, employment, inequality, gender equality and women’s empowerment, social integration and social inclusion, persons with disabilities, ageing, youth, family, demographic patterns, population dynamics, and migration, as well as other social affairs related areas.

Accordingly, the Junior Consultant, Socioeconomic Analyst will be responsible for the following functions, among others:

  • Monitors socioeconomic developments in a defined area and identifies recurrent and emerging issues of concern to the ECA, SRO-SA and SRIS.
  • Participates in the analysis of socioeconomic development issues related to poverty and closing of inequality and gender gaps in Southern Africa in particular, and Africa in general; develops socioeconomic database that can be used to monitor socioeconomic developments and to be updated regularly; undertakes empirical research and analysis of trends and developments and related policy issues relevant to ECA, SRO-SA mandate, projects and initiatives; recommends proposals for inclusion in reports to regional economic communities (RECs), Intergovernmental Organizations (IGOs) and member states, among others.
  • Develops draft policy papers and recommendations pertaining to employment creation, gender equality and women’s empowerment, social integration and social inclusion, persons with disabilities, youth, population dynamics, and migration, as well as other social groups and related issues.
  • Provides substantive support to SRO-SA and SRIS on matters related to socioeconomic development issues: preparing inputs to reports for intergovernmental events; following intergovernmental meetings and preparing analytical and summary reports.
  • Formulates proposals for development strategies, policies and measures for presentation to member States, regional economic communities (RECs), other intergovernmental bodies and other stakeholders.
  • Attends international, regional, and national meetings to hold discussions with representatives of member States, RECs and other institutions.
  • Organizes expert group meetings, seminars, etc. on socioeconomic development issues.
  • Prepares speeches and other inputs for presentations by senior staff.
  • Conducts training seminars and workshops for government officials and others.

Qualification:

  • Advanced university degree (Master’s degree or equivalent degree) in sociology, development economics, public policy, international development studies, other social science or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of five years of experience in research/analytical work in sociological research, socioeconomic development, policy analysis, studies on poverty and inequality, development policy analysis, regional integration, governance, and related areas in the context of Southern Africa, either in the academia, international, private, public or civil society organizations is required. Previous working experience in Southern Africa and knowledge of the AU and UN system is an added advantage.
