Introduction or Context: The Zimbabwe National Industrial Development Policy (2019-2023) is the national blueprint for industrialization which pursues strategies and interventions to improve manufacturing sector performance in terms of contribution to GDP, employment creation and foreign exchange earnings by the sector. The main thrust of the Zimbabwe National Industrial Development Policy (ZNIDP) is centered on developing linkages across key sectors of the economy namely: agriculture, mining, manufacturing and services. Value addition and beneficiation will remain the main anchors of the industrialization strategy.

The ZNIDP objectives are in line with the goals of the National Development Strategy One (NDS1) and to a major extent the Common Market for East and Southern Africa (COMESA) Industrialization Strategy, Southern Africa Development Community (SADC) industrialization strategy and African Union (AU) Agenda 2063. The main aim of the regional trading blocs is mainly to facilitate industrialization through diversification and the development of regional value chains as well as move away from the export of raw or unprocessed minerals and agricultural products towards the export of beneficiated minerals and manufactured products.

As part of technical support towards accelerating industrialization in Southern Africa the United Nations Economic Commission for Africa (UNECA) commissioned a study to assess if the ZNIDP is aligned to the COMESA and SADC industrialization policies and strategies. Through this process some gaps were identified and recommendations were made on how Zimbabwe can align its policy to the regional policies.

Additionally, the ZNIDP (2019-2023) will expire in 2023, it is therefore prudent to review the impact of this policy and draw lessons in the development of a new policy, strategies for a more robust and dynamic industrial policy that achieves national objectives. The review of the Industrial Policy will also help to consider the impacts of the COVID-19 pandemic on production and trade going forward as we operate in the post-pandemic world.

Duties and Responsibilities:

  • Outline indicative key achievements, challenges and lessons learnt from implementation of the Zimbabwe National Industrial Development Policy (2019-2023);
  • Provide a situation analysis on the current level of industrialization in the country as well as formulate associated baseline indicators;
  • Review the National Development Strategy 1, Vision 2030 and the SADC and COMESA Industrialization Strategies and Roadmap and use the outcomes to provide industrial policy direction for Zimbabwe;
  • Define the industrial policy priority areas in consultation with stakeholders;
  • Draft a National Industrial Development Policy for Zimbabwe
  • Develop the National Industrial Development policy implementation arrangements;
  • Develop a costed policy implementation plan that will need coherent approaches within and outside the Ministry to fully exploit its comparative advantages while leveraging the resources and expertise of the stakeholders; and
  • Develop a Monitoring and Evaluation framework that will clearly indicate how activities and outputs will be monitored and evaluated.

Qualification:

  • An advanced degree (Masters’ or equivalent) in any of the following areas: economics, development studies, industrial development, regional integration\ trade, or any of the relevant social science fields; with demonstrable and extensive knowledge in industrialization and value chains is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of 10 years’ professional experience in any of the following: industrial policy development, regional integration, international development, industrialization, economic development and trade in Southern Africa with extensive knowledge and understanding the industrial policies and industry sector in Malawi is required.
