VSO Job Vacancy 2022

Role overview: Accountable for effective grants and finance operations management of the Standard Chartered Foundation Grant and the other country portfolio of programme grant(s) or contract(s), including programme and donor financial transaction processing. With support of Cluster Finance Manager produce related financial reconciliations, budget variance analysis, financial analysis, forecasting, income accounting and donor compliance and reporting. Work with programme implementation team to produce timely and updated forecasts and budgets aligned to planned programme activity and manage financial aspects of grants to make sound decisions. Responsible for coordinating the day-to-day finance operations and related controls. To manage in country finance statutory requirements, including tax and statutory reporting. Assist with the administration of all office operational issues in country.

Grants Management:

  • Rolling out grant management policies and procedures and ensure adherence by all stakeholders.
  • Keep up to date with changes in relevant VSO International policies and procedures on grants andsub grants management policies, and proactively ensure relevant staff are made familiar with such changes.
  • Be the first line of review for new grant and contract documents before further review and signing.
  • With support of Cluster Finance Manager conduct grant start-up and close-out procedures/meetings etc. to ensure adherence to VSO policies and donor regulations.
  • Monitor compliance with best practice and ensure that donor requirements for the project are fully understood and the implications for how grants and sub grants are managed are known by all staff, volunteers, and partners.
  • Effectively manage grant contracts with donors and sub-grantees/partners.
  • Develop and maintain a robust grants database/tracker with all required relevant grant information and update when and as new grants come on board and old grants close.
  • Maintain files for each grant which includes comprehensive information such as signed contracts/agreements, approved budgets, financial reports, contract modifications, invoices/funds requests and any other relevant communications with the donor.
  • Leadin-country monthly grants management meetings and keep a file of the discussions, action points and progress against the action points.

Eiligibility:

  • Technical Accounting Expertise – Qualified Professional Chartered Accountant (ACCA, CIMA, CA, CPA)- degree in Accounting, Finance, or related degree.
  • Good technical accounting skills.
  • Other basic accounting principles, thorough knowledge of internal controls, budgeting, financial reporting, and variance analysis.Knowledge of good procurement procedures and working with multiple foreign currencies.
  • Financial and Information Technology Systems – Advancedknowledge of Microsoft Office – especially MS Excel, Power point and MS Outlook.
  • Knowledge and experience in at least one accounting software; the SUN systems Accounting software is preferred.
  • Grants and Finance Operations Management: Knowledge and experience of working on and at least 5 years’ experience in managingmulti-Donor funds in the international development context as well as finance operations of a country programme.
