Main Duties/Responsibilities

  • Provide technical leadership in the development and implementation of strategies, interventions and activities that are aimed at strengthening the delivery of quality integrated MNCH/FP services, improving the quality and youth friendliness of MNCH/FP services, strengthening community systems and linkages throughout the continuum of care and reducing socio-cultural barriers to uptake of health seeking behaviors.
  • Ensure that project strategies and activities are evidence-based and in line with state-of-the art, globally recognized best practices as well as aligned with Zimbabwe’s national guidelines and policies.
  • Advise and support the COP in providing direction to project implementation; this includes ensuring that the project meets stated goals and expected results/targets and that it remains compliant with donor reporting requirements, contractual terms and conditions, and organizational policies and procedures.
  • Coordinate the development and implementation of the project technical strategies, adapting global and regional technical resources and tools, to the Zimbabwean context, as needed.
  • Oversee technical outputs of all partner organizations through regular field visits and facilitate work planning and regular technical meetings for all consortium partners.
  • Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate technical assistance provision.
  • Take a leadership role in the development and timely submission of work plans, quarterly and annual reports, and other reports and papers summarizing project results and evidence.
  • Work closely with the project’s Monitoring and Evaluation (M&E) Lead and team to deliver project quality benchmarks, baseline, monitoring, evaluation and key lessons learned.
  • Collaborate with the COP to provide leadership to the program, ensure technical and strategic program direction, and provide high quality technical assistance.
  • Liaise with key partners and stakeholders to meet program objectives and deliver results, including monitoring sub-recipients’ performance and sub-award status.
  • Collaborate with the COP to ensure the development of timely, high quality and regulation compliant reporting per FHI 360 and donor guidelines.
  • Represent the project at stakeholder meetings at national, provincial and district levels.
  • Supervise a team of project staff (technical staff and provincial teams); this includes ensuring that clear roles and responsibilities and lines of communication are maintained amongst the team members, that there is a high level of technical and operational efficiency in delivering project activities country-wide, and that staff are appropriately motivated and held accountable for expected performance.

Qualification:

  • Master’s Degree or higher in medicine, public health, health management, social science, or a related field required.
  • 10+ years’ experience designing, implementing, and managing large, complex health service delivery projects involving multiple partners in or for developing countries.
  • At least three years of progressively responsible supervisory work experience that involved direct leadership of professional and support staff, oversight and evaluation of staff performance and deliverables, and contract/grant management.
  • Demonstrated leadership qualities, with accompanying depth and breadth of technical and management expertise.
  • Demonstrated knowledge of USAID programs, regulations, compliance and reporting requirements. Management experience with a USG cooperative agreement preferred.
  • Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
  • Must be a citizen or current legal resident of Zimbabwe.
  • Must be fluent in English and local languages, with strong interpersonal, writing and oral presentation skills in English.
  • Relevant computer software skills, including at a minimum, MS Office.
