In support of the Government of Zimbabwe, the United Nations Development Programme (UNDP) has embarked on the implementation of a five-year Country Programme Document (CPD) 2016-2020.

UNDP focuses on areas that have a multiplier effect through a targeted build-up of capacities, policies, the creation of dialogue space, and scalable downstream interventions. Proposed downstream interventions will seek to provide platforms for citizen engagement in democratic processes and facilitate access to skills, knowledge and new technologies for increased income generation.

Duties and Responsibilities:

Description of the Relevant Spotlight Outcome and Activity

Under Outcome 2, strengthening of institutions especially on their prevention and response mechanisms to issues of Sexual Gender Based Violence (SGBV), Harmful Practices (HPs) and Sexual Reproductive Health Rights (SRHR) mandates, will complement Government’s efforts towards the implementation and realisation of the country’s prioritized Sustainable Development Goals (SDGs) – 3,4,5,10 and 11. This, in turn, will contribute towards sustainable delivery of inclusive and gender-responsive economic and social development in Zimbabwe,

The scope of support in Outcome 2 also seeks; –

  • To create an enabling environment, coordinated at the highest level of Government for national, and subnational systems and institutions to plan, budget and fund SGBV, Harmful Practices (HPs) and SRHR programmes,
  • To strengthen the technical skills and competencies of key actors to ensure the accountability of relevant institutions to their SGBV, HPs and SRHR mandates,
  • To improve professionalism within these institutions, and,
  • To develop and implement an integrated SGBV/HPs/SRHR model for local authorities to respond to and prevent SGBV and HPs.

Qualification:

Education

  • A minimum of master’s in public policy, economics, international relations, public administration, financial accounting, development studies, and any other relevant field of study,
  • Certificate or some training in UNDP/IDEP Gender Responsive Policy Management Initiative (GEPMI) – an advantage,

Experience

  • At least 10 years of relevant experience of which 5 years should be in senior positions in a reputable organization,
  • Knowledge of Zimbabwe economic context and development policies including the National Gender Policy,
  • Knowledge of the relevant International (UN) and regional Normative Standards in gender equality and women empowerment.
  • Proven ability to analyse public sector, budgets, expenditure, audited reports, and follow-up recommendations,
  • Knowledge of Gender responsive policy analysis, Sexual and Gender Based Violence, SDG implementation progress analysis, and public finance management,
  • Excellent Communication and presentation skills,
  • Excellent analytical skills, and ability to understand and make logical and clear conclusions and recommendations from complex situations,
  • Proven ability in the development of training manuals as evidenced by previous work samples if any.

Language

Knowledge of English is a requirement for this consultancy.
