Duties and Responsibilities

a) Oversee and guide the ZIM-ECO work in the field of ICT across the project’s 15 activities and project management.

b) Draft and provide quality assurance for project terms of reference, concept notes and activity reports in the field of ICT.

c) Provide support and advice to ZEC if and when requested by ZEC for the operation and management of:

  • The ZEC voter registration system, including voter registration kits, data transmission and consolidation, central servers and database, recovery system, deduplication, voters roll queries and analysis, voter list production;
  • The ZEC ICT infrastructure, including communication tools, networks and protocols across headquarters, the 10 provincial and the 63 district offices;
  • The ZEC Geographic Information Systems as used for electoral boundary delimitation, determination of polling stations, website display and related functions;
  • The ZEC outreach tools including the website, social media platforms, mobile phone applications and call center;
  • The ZEC Enterprise Resource Management system, including asset management;
  • The ZEC Monitoring and Evaluation and reporting systems;
  • Other ICT systems ZEC may plan or set up.

d) Capacity-building and training of ZEC staff as needed.

e) Support to the ZIM-ECO Project Management Unit with monitoring and evaluation and reporting.

Qualification:

  • Master’s degree in Information and Communications Technology or related field.
  • Bachelors’ degree in relevant field with two additional years of qualifying experience will be given due consideration in lieu of advanced university degree.
  • Minimum 7 years (Master’s degree) or 9 years (Bachelor’s degree)  of substantive experience in developing, deploying and/or advising on ICT solutions in the field of election administration or a similar field, preferably with international and/or public sector organization.

Required skills:

  • Experience in designing and deploying complex ICT infrastructure, including databases, networks and security;
  • Experience in advising senior counterparts on ICT issues and solutions;
  • Extensive knowledge of election processes, related ICT solutions and the opportunities and risks involved in deploying them;
  • Experience in designing and managing complex ICT projects;
  • Demonstrated sensitivity for gender equality and social inclusion.

Desired additional skills:

  • Ability to ensure effective coordination with multiple stakeholders;
  • Ability to deliver time-sensitive projects with tight deadlines;
  • Demonstrated ability to handle sensitive information appropriately;
  • Demonstrated ability to communicate complex technical information to non-specialist audiences.

Language:

  • Fluency in English is required.
