UNDP focuses on areas that have a multiplier effect through a targeted build-up of capacities, policies, the creation of dialogue space, and scalable downstream interventions. Proposed downstream interventions will seek to provide platforms for citizen engagement in democratic processes and facilitate access to skills, knowledge and new technologies for increased income generation.

Duties & Responsibilities:

Ensures strategic leadership, planning and effective management and oversight of Global Fund funded procurement and supply chain management activities for health products and for other commodities and services focusing on achievement of the following results:

  • Lead a team of experienced supply chain and procurement professionals to deliver the PSM and system strengthening agreed activities and achieve results to ensure successful grant implementation;
  • Ensures full compliance of procurement activities with UN/UNDP rules, regulations, policies, and strategies including elaboration of the effective internal control, proper design and functioning of a client-oriented procurement management system;
  • In coordination with the Head of Operations and the Project Coordinator, manages the procurement and supply chain team to ensure UNDP is resourced to deliver its commitments, fostering diversity, equity and inclusion and builds the technical, managerial and leadership capacity of staff for promotion of organizational excellence;
  • Ensures strong collaboration with UNDP regional and headquarters, Bureau of Management Services, and the GF/HIST team (including the Quality Assurance Advisor) towards implementing efficiently procurement and supply chain management activities for health products and achieving the programmatic objectives of the grant;
  • Ensure full compliance of procurement and supply chain management activities with GF polices and procedures for PSM of health products;
  • Ensures the GF Procurement business processes mapping and elaboration/ enhancement of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows in the Procurement Unit, harmonization of the workflows in the PMU;

Qualification:

Experience

  • Minimum of 7 years of relevant progressive professional experience, with three years international experience in public procurement and supply chain management of health products.
  • Demonstrated experience in developing capacity of national entities in the area of procurement and supply chain management of health products.
  • Demonstrated experience in developing and managing effective partnerships with governments in the area of procurement and supply chain management of health products.
  • Knowledge and experience in working with the Global Fund in the area of procurement and supply chain management of health products is an asset.
  • Experience of UN or UNDP procurement policies and procedures is an asset.
  • Work experience in health supply chain management in Sub-Saharan Africa is an asset.

Language Requirements

  • Fluency in English both oral and written.
