Duties and Responsibilities:

  • Coordinate the implementation of the CAWEP Energy component within REA, UNDP and other partners;
  • Strengthen and help advise government on policy planning and strengthen technical capacity of government officials;
  • Provide technical advice on policy energy issues and inputs to strategic documents and processes;
  • Identify and analyze pertinent energy development, challenges and opportunities in Zimbabwe, with a focus on increasing coordination and alignment between government agencies;
  • Support the government in the implementation of solar mini-grid pilot projects aimed at securing a feasible business model for scaling up mini-grids deployment in Zimbabwe;
  • Collaborate with government staff to integrate UNDP’s de-risking approach as an instrument to attract further investments in clean energy solutions;
  • Provide strategic guidance, technical inputs and quality assurance for the implementation of all project outputs and activities;
  • Provide technical inputs and advice for projects related to energy focusing on rural electrification;
  • Review workplans, budgets and progress reports and provide inputs to the preparation of results- based work plans;
  • Share knowledge on project related to energy issues by documenting lessons learnt and best practices from project piloting and contributing to the development of knowledge-based tools (including policies, strategies, guidelines, etc.); and;
  • Support close and regular technical backstopping to the team within the Ministry of Energy and the Rural Electrification Fund and other implementing entities in coordinating and liaising with stakeholders – including other government agencies, development partners, civil society, and the private sector.

Qualification:

  • Master’s degree renewable energy engineering, chemical engineering, environmental sciences, or related sciences or;
  • Bachelor’s degree with 2 additional years of experience will be given due consideration in lieu of Master’s degree.
  • At least 2 years (with Master’s) or 4 years (with Bachelor’s) of solid experience in managing project/program including coordination a large multi-stakeholder project in the field of energy saving and energy efficiency, renewables and ability to respond flexibly to the political, technical and managerial challenges;
  • Experience in the implementation of organizational and financial schemes to support energy efficiency (for example, ESCO, PPP, etc.);
  • Experience in working with ministries and/or other national institutions, and ability to work effectively with fellow partners at all levels and with all groups is desired;
  • Experience in the field of renewable energy, supporting renewable energy in Zimbabwe, financing energy efficiency, reducing the impact on the global climate, including the political, institutional and socio-economic contexts is desired;
  • Experience in the UN system in implementing Government cost-sharing projects would be an asset.
  • Language: Fluency in English.
