Project Background:
Over the recent years, Mozambique and Zimbabwe have been experiencing an increased frequency, duration and intensity of natural disasters and extreme weather conditions that include landslides, floods, tropical cyclones, droughts and prolonged dry spells. This has had an impact on the livelihoods of the people in the two countries. In particular, the Sofala, Manica and Zambezia Provinces in Mozambique and Manicaland and Masvingo Provinces in Zimbabwe experienced devastating inundations and flash floods in March 2019, caused by tropical cyclone Idai which resulted in the loss of lives, displacement of thousands of people as well as the destruction of agricultural land.
In recognition of the increasing climate-related challenges, UNESCO is enhancing preventive and cross-border flood-control-mechanisms in Mozambique and Zimbabwe, with a focus on the Buzi, Pungwe and Save basins (BuPuSa). The project entitled, “A Community-focused Flood Early Warning System for the BuPuSa Transboundary River Basins”, was designed to improve proactive flood risk management.
It is against this background that UNESCO Regional Office for southern Africa (ROSA) seeks further applied research on flood risk assessment for the BuPuSa basins, and particularly identify the flood hazards affecting human settlements.

Qualification:
The Consultant/consulting firm/institution must ensure the inclusion of necessary members and professional ability to meet the activity’s requirements, to form a well-balanced team of key experts with the following collective abilities
- Expertise in flood risk management, hydrology and hydraulic engineering, meteorology and mathematical modelling
- Proven experience and in-depth proficiency in hydrological rainfall-runoff modelling and hydrodynamic modelling with experience in various data sources and formats
- Demonstrated capacity to deliver modelling tools that can be utilised at the national or river basin level.
- Proven experience and in depth proficiency in flood mapping, remote sensing and GIS
- Excellent communication, interpersonal, analytical and organisational skills;
- Demonstrated networking capability;
- Good written and verbal command;
- Proficiency in report drafting; and
- Excellent teamwork abilities.
