Purpose of the  Consultancy

WHO is looking for a national consultant to support the National Malaria Control Programme in leading the process of and the development of a new strategic plan for the period of 2021-2025.

Expected Assigned Duties/Work to be Performed:

  • Define the scope of the Strategic Plan (SP) through a consultative process with NMCP and partners.
  • Review and analyse existing draft strategic plan, 2021-2025 and key documents with a focus to understanding “Where NMCP is and where it ought to go” for the next 5 years
  • Define Malaria program’s network proposition, its strategic priorities and action plans and align strategic targets to achieve these priorities in the ever-changing environment
  • Conduct consultative forums with technical working groups, key stakeholders, MOHCC management, key stakeholders, to synthesis NMCP’s key learnings and identify strategic opportunities in the current environment with a focus to understanding “Where do we want to be? How will we get there?”
  • Develop an effective internal evaluation mechanism to continually assess NMCP’s progress in achieving its strategic goals
  • Engage MOHCC management and key stakeholders meaningfully in the process to define the mission, vision, values, objectives and priorities of the organisation.
  • Draft the Strategic Plan and present it to the NMCP Management and key stakeholders for validation and approval after necessary revisions.
  • Finalise Malaria strategic plan and present to NMCP management for endorsement

Qualification:

  • University degree (PhD or Masters) in organizational development, social sciences, business management, strategic planning, or other related fields.
  • At least 10 years of relevant experience in health development sector (Strategic Plan development and organizational development).
  • Experience in working with public health programs preferably malaria programs.
  • Current knowledge and understanding of the malaria ever changing landscapes
  • Experience with participatory approaches in conducting assessments and facilitating strategic planning processes.
