Deliverables and Duties
Duties:
- Provide overall leadership and technical expertise to the Ministry of Health, stakeholders and collaborating national consultants on the development of the HSSP.
- Lead/facilitate the consultations for the development of the situational analysis at state and national level.
- Draft the situation analysis based on the consultations, with clear emerging priorities.
- Lead/facilitate the consultations with programs on intervention areas for the HSSP.
- Draft the HSSP based on the interventions areas and facilitate dialogue with stakeholders for validation of the draft strategic plan.
- Collaborate with the costing consultant in the process of costing of the plan.
- Facilitate bilateral engagements with partners on implementation modalities for the HSSP.
- Finalize the draft HSSP and facilitate dialogue with stakeholders for its validation.
Deliverables:
- Deliverable 1: An inception report and detailed work plan / Expected by: 22 April 2022
- Deliverable 2: Approved concept note/terms of reference for the assessment / Expected by: 29 April 2022
- Deliverable 3: Final HSSP document / Expected by: 8 July 2022
- Deliverable 4: Final consultancy report / Expected by: 14 July 2022
Eligibility Criteria
Educational Qualifications:
- Essential: Master’s degree in Public Health, Health Policy, Health Services Management, Health Systems or related fields.
Experience:
- Essential: Minimum 10 years’ relevant professional work experience in development of health sector strategic plans
- Desirable: Experience working in fragile State settings
Skills/Knowledge:
- Demonstrated ability to provide sound methodological and technical advice and guidance to Ministry of Health and other stakeholders including donors
- Practical analytical skills necessary to translate data or information into concrete action
- Excellent report writing skills
- Able to work effectively in a diverse team environment
Languages and level required (Basic/Intermediate/Expert):
- Expert knowledge of English
