Duties and Responsibilities
Duties and Responsibilities of Head of Legal Research
The Head Legal Researcher will be seconded to the JRC Secretariat and shall lead research work and the preparation of concept papers, legal analysis, policy and background documents on relevant themes and topics on judicial reform, and shall work in consultation with the Chair to identify the research needs of the JRC in line with its mandate. The Head of Legal Research shall perform the following functions:
- Review and analyze national legislation and regulations on the Judiciary and administration of justice;
- Conduct research and comparative analysis on regional and international legislation on judiciary and administration of justice;
- Research and prepare Concept Papers and Background documents on relevant themes and topics on Judiciary reform;
- Render legal advisory opinions to JRC members on contentious, specific, or requested issues relating to the Judiciary and/or judicial reform;
- Supervise the work of the Associate Researcher;
- Represent the Secretariat in relevant meetings and other engagements as assigned;
- Deputise the Legal Secretary as necessary, and;
- Other tasks as assigned by the JRC Chair, Deputy Chair, or Legal Secretary/Head of Secretariat.
Eligibility Criteria
Education:
- An advanced university degree (Master’s) in law, political science, international development or related field;
Experience:
- A minimum of six (6) years of relevant work experience in legal research preferably in South Sudan or the East African region;
- A good understanding of the socio-political and rule of law environments in South Sudan;
- A proven commitment to the values of good governance, rule of law, constitutionalism, democracy, human rights and gender equality;
- Excellent writing and communication skills;
- Proven ability to work under pressure, individually as well as in a team;
- Good inter-personal skills and ease with working in a multi-cultural team;
- Ability to work with short deadlines;
- Strong knowledge and experience in the usage of computers and office software packages (MS Word, Excel, etc).
Languages:
- Fluency in written and spoken English is required. Knowledge of local languages is an asset.
