Duties and Responsibilities
- Provide technical leadership for designing, formalizing, and managing innovative public-private partnerships and innovative finance strategies in coordination with project leadership and consultation with relevant stakeholders.
- Conduct situational analyses of private sector and financing opportunities to increase access to and use quality healthcare services and improve the health system’s performance at sub-national levels in priority districts.
- Develop recommendations and strategies toward establishing a private sector engagement, including blended finance, plan to help achieve key activity goals, integrating with other engagement and capacity-strengthening strategies as needed.
- Strengthen coordination and collaboration and leverage additional resources from other donors and financial institutions to support UHA activities.
- Lead ongoing implementation of PSE and innovative finance initiatives, including fostering partnerships with stakeholders to share expertise and lessons learned across public-private partnerships and corporate investments.
- Provide active technical support and guidance to public and private sector entities aligned with activity goals and objectives.

Qualification:
- Advanced degree in public health, international development, business, or related relevant field
- At least seven years of demonstrated capacity and experience designing, implementing and managing private sector engagement and/or innovative finance activities, including working with private healthcare providers, associations, and private entities in Uganda
- Knowledge of Results-Based Financing (RBF), experience preferred
- Experience collaborating with host country institutions, private sector, financial institutions, other public sector organizations, and local partners
- Experience structuring innovative or blended financing mechanisms preferred
- Experience with the Ugandan private health sector and with private sector development, especially with digital health and related technologies to augment service delivery and health payment systems
- Strong communication, facilitation, and teamwork skills
- Must be a legal resident of Uganda (or authorized to work in Uganda)
