Duties and Responsibilities
Under the overall guidance and direct supervision of the ZIM-ECO2 Chief Technical Advisor and Project Manager (CTA), the Administrative and Finance Officer will provide high quality professional financial expertise and services to manage and deliver the ZIM-ECO2 financial and operations portfolio in full compliance with UNDP policies and procedures and donor reporting requirements.
The incumbent will be responsible for the following tasks:
Project Budgeting and Control:
- Prepare budget forecasts and estimates in coordination with the programme team for annual and quarterly budget requirements and project activities, which involve financial forecasting, budgeting and accounts with emphasis on project donor fund management requirements;
- Maintain a record of all cost-sharing donors of the project, undertake timely follow up action for release of tranches as per cost-sharing agreements;
- Prepare financial and budgetary plans in compliance with UNDP cooperate rules and regulations, policies, procedures and internal control frameworks;
- Act as the project focal person for all project audit purposes;
- Undertake briefings to project partners on project receipt of payments on financial procedures and requirements;
- Any other relevant tasks assigned by the ZIM-ECO2 CTA.

Qualification:
- Master’s degree in Finance /Accounting, Business or Public Administration or related field.
- Bachelor’s degree in relevant field with additional 2 years of qualifying experience will be given due consideration in lieu of the advanced univeristy degree.
Experience:
- Minimum five (5) years (Master’s degree) or seven (7) years (Bachelor’s degree) relevant experience in providing financial management, administration and procurement services is essential;
- Demonstrated experience in using International Public Sector Accounting Standards (IPSAS) and/or International Financial Reporting Standards (IFRS) in financial accounting and reporting is required for external candidates;
- Strong track record in professional financial management/accounting;
- Experience in handling web-based management systems and ERP financials;
- Excellent organizational skills;
- Proven ability in good judgment and ability to work under pressure and minimal supervision;
- Excellent communication skills with the ability to express in a clear and concise manner both orally and in writing;
- Good analytical and negotiation skills;
- Excellent interpersonal skills, including the ability to operate effectively across organizational boundaries;
- Strong command in the usage of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheet and database packages;
- The ability to handle confidential and sensitive information appropriately is essential;
- Ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity;
- Demonstrated sensitivity for gender equality and social inclusion;
- Ability to organize and implement training workshops;
- Knowledge of UN system & financial software in use would be an advantage;
- Experience in working with PeopleSoft software would be an advantage.
Language
- Excellent command of English (spoken and written) is required.
