Responsibilities:

  • Assist the CCCM Progamme Manager with defining technical aspects of Site Planning and Development / construction works in Internally Displaced Persons (IDPs) sites, including but not limited to site planning and design, estimating bills of materials, quantities calculation (BoQs), work scheduling, tendering, technical specification, supervision and monitoring of works, and contract administration.
  • Monitor and follow up the formulation of relevant Site Planning and building technical standards and Minimum Standards (including the accessibility to the people with specific needs/physical disabilities) for Camp Management and their inclusion within terms of reference for contractors or direct implementation.
  • Provide technical assistance in the identification and planning of new Sites for settling IDPs, as well as for improvements to existing sites. Check that the sites are planned and developed according to agreed international humanitarian standards such as Sphere and national standards, and taking, Infection Prevention and Control (IPC), including for COVID-19 and Cholera, Protection and Housing, Land and Property (HLP ) considerations into account. Bring issues to the attention of the supervisor.
  • Liaise with relevant agencies working on the sites, such as Water, Sanitation, and Hygiene (WASH), health and education actors, to facilitate a coordinated approach to implementing site improvement and construction.
  • Provide technical inputs for project proposals and work plans for low/medium complexity communal infrastructure (communal kitchens, distribution points, etc.), drainage systems, roads / bridges / access / public infrastructure, and earth stabilization.
  • Contribute to materials and works procurement, supply chain planning and oversight in close coordination with the relevant IOM units to help ensure that all works contracts and construction, maintenance, upgrading, decommissioning and rehabilitation activities continue without resource gaps (cash-for-work payments; materials supply and delivery).
  • Facilitate training and technical supervision of a team of site development assistants and project clerks across IOM Ethiopia CCCM intervention locations to monitor construction activities on site and mobilise light earthmoving equipment (mini excavators; small roller compactors, etc) to undertake public works for development, care and maintenance of site infrastructure including but not limited to roads / bridges, earth stabilization works and rehabilitation of primary and secondary drainage.
  • Provide information on project progress for use in programme reporting and for making financial payments in accordance with construction agreements.
  • Facilitate the implementation of activities aimed at preventing and mitigating gender-based violence (GBV) in sites and camp-like settings in line with agreed upon IASC (Interagency Standing Committee) standards, CCCM Gender Minimum Commitments and overall operational guidelines defined by the Site Management
  • Sector and GBV Area of Responsibilities working group in country
  • Maintain a close working relationship with IOM’s Shelter and Water Sanitation and Hygiene teams, and if possible provide technical support where such teams are not available.

Qualification:

  • Master’s degree in Civil Engineering, Building, Architecture, physical planning or a related field.

Experience:

  • Minimum Two Years Working Experience.
  • Experience coordinating plans and activities with other partners, including through the Cluster
    and Inter Cluster Coordination Group systems;
  • Experience of working with local authorities, stakeholders, beneficiaries and the broader
    community to advance humanitarian objectives;
  • Experience of procurement, budgeting, supply chain and logistics planning;
  • Experience of quality and compliance control on engineering and construction-related
    activities;
  • Experience supervising, coaching and mentoring staff;
  • Experience with land surveying and leveling is a plus;
  • Experience with Geographic Information System (GIS) and GIS programs is a plus.
